Description | All offers and questions must be submitted to the provided email address and reference Solicitation Number SRFD-2022-195. The National Oceanic Atmospheric Administration (NOAA), NOAA Mississippi Laboratory, Harvesting Systems 202 Delmas Avenue, Pascagoula, Mississippi. 39567 has a requirement to replace two 10-ton HVAC split systems in the Harvesting Building; one (1) heat pump system serving the office areas and one (1) air conditioning system serving the Weld and Net production bays in accordance with the attached Statement of Work. Work shall begin no later than 45 calendar days after the notice to proceed. Contractor shall coordinate start-work date with Project Lead within 4 calendar days of anticipated start date, and the contractor shall contact the Project Lead upon arrival to the worksite on the first day. Once work commences the contractor shall complete all work, to include cleanup within 10 calendar days. Statement of Magnitude - The magnitude of the project is between $25,000 and $100,000. If the award amount exceeds $35K, the alternate payment protections referenced in 52.228-13 will apply. An organized site visit has been scheduled for July, 13, 2022 at 2:00 PM Central Time. Participants will meet at: NOAA Mississippi Laboratory, Harvesting Systems, 202 Delmas Avenue Pascagoula MS 39567, Site POC: Rob Vivian, Rob.Vivian@noaa.gov This procurement is unrestricted. The associated NAICS code is 238220, Plumbing, Heating, and Air Conditioning Contractors with a business size standard of $16.5 million. Construction Wage Rate (Davis Bacon Act), Wage Determination # MS20220052, Mod 3 dated May 27, 2022 is applicable to this solicitation and any resulting award. CAR 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) EXPERIENCE. The offeror's background, experience, and qualifications will be assessed to determine the likelihood that that offeror can successfully perform the contract requirements and mitigate the degree of the risk of non-performance. (2) Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated.The contractor shall also provide proposed equipment manufacturers pamphlets and documentation. (3) Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management, ability to mitigate risk of non-perfomrnace, and customer satisfaction. (4) Price. (End of Provision) Demonstrated Understanding of the Statement of Work (Technical) ***"Demonstrated understanding" is defined as a description of how the work will be performed by directly addressing the requirements in the statement of work. Submission of pricing alone does not demonstrate understanding. The contractor shall also provide proposed equipment manufacturers pamphlets and documentation. Price Experience Past Performance Technical, Experience and past performance, when combined, are of more importance than price. Evaluation Criteria Ratings and Definitions: Experience - "Exceeds" - Offer experience and qualifications match and exceed the government's scope. "Meets" - Satisfies the requirements but doesn't have expanded scoped projects and experience "Does Not Meet" - Offer does not adequately demonstrate experience or qualifications Technical - "Exceeds" - Offer provides accelerated completion schedule (at a reasonable price), proposes specific cost savings, or other such benefit to the Government. "Meets" - Satisfies the requirement but does not offer added benefit. "Does Not Meet" - Offer does not adequately demonstrate understanding; i.e. offer only addresses pricing and not approach. Past Performance - "Acceptable" - Has satisfactory or better past performance either with NOAA or as documented in the Contractor Performance Assessment Reporting System (CPARS). "Not Acceptable" - Has negative past performance with NOAA or as documented in CPARS. "No Past Performance" - Vendor has no past performance with NOAA or documented in CPARS. This is a neutral rating and will not negatively affect ranking. Price - Offered prices for specific tasks performed or specific outcomes to be achieved and under standard industry terms and conditions. CAR 1352.213-71 Instructions for Submitting Quotations Under the Simplified Acquisition Threshold--Non-Commercial (APR 2010) (a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition is 238220 . (b) Submission of quotations. Submit quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. At a minimum, quotations must show-- (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Acknowledgment of solicitation amendments; (4) Experience descriptions showing that the offeror has the background, experience, and qualifications necessary to conduct the services as outlined in the Statement of work. (5) A technical description showing that the offeror can supply the requirements in the specifications or statement of work in sufficient detail to allow the Government to evaluate the quotation in accordance with the evaluation factors stated in the solicitation. (6) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and reference information (including contract numbers, points of contact with telephone numbers and other relevant information). (7) Price and any supporting details for the price, as requested in the solicitation. (c) Offerors are responsible for submitting quotations and any modifications thereto, so as to reach the Government office designated in the solicitation by the time specified. The offeror's initial quotation should contain the offeror's best terms from a price and technical standpoint. The Government may reject any or all quotations if such action is in the public interest; accept other than the lowest quotation; and waive informalities and minor irregularities in quotations received.
