Description

The Madison County Board of Commissioners will receive sealed proposals for the Madison County PY 2020 CDBG Program - South Solon Neighborhood Revitalization Grant, Contract B: Wastewater & Water Treatment Plant Improvements The project generally consists of the following: The scope of the work at the WWTP shall include, but not be limited to, replacement of existing mechanical screen with a new mechanical screen, replacement of three (3) existing blowers, installation of a new standby generator and ATS, and completion of other miscellaneous improvements at the facility. The scope of work at the WTP shall include, but not be limited to, replacement of one (1) high service pump, minor piping improvements, installation of a new standby generator and ATS, completion of miscellaneous electrical improvements at the facility, and completion of other miscellaneous improvements at the facility. Bidders who submit a Bid must be a Plan Holder of Record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive. No Bid will be received unless accompanied by a Bid Guaranty equal to at least 100% of the maximum Bid, or a certified check, cashier's check, or letter of credit equal to at 10% of the maximum Bid, payable to the Owner as a guarantee that after the Bid is accepted, the Bidder will execute and file the Agreement and 100% Performance and Payment Bonds within 10 days of the Notice of Award. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. All Contractors and Subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of the project. Domestic steel use requirements as specified in Section 153.011 of the Revised Code apply to this project. Compliance with American Iron and Steel (AIS) requirements applies to this project. Bids of corporations not chartered in Ohio must be accompanied by proper certification that the corporation is authorized to do business in Ohio. Contractor compliance with the Equal Employment Opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Bidders shall comply with the President's Executive Order No. 11246, Equal Employment Opportunity as amended. The Contractor and all Subcontractors shall pay employees at a rate not less than the minimum wages specified in the current wage determination in accordance with the Davis-Bacon Act. Any Bid may be withdrawn prior to the scheduled closing time for receipt of Bids, but no Bidder shall withdraw his Bid within 60 days after the actual opening thereof. Contract Award shall be made based on the lowest and best Bidder. The Madison County Commissioners reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received, and to accept any bid which it deems most favorable. Any bid submittals deemed by the Owner to be incomplete or non-responsive will be rejected. LOCATION OF THE PROJECT A. The project site for the Village of South Solon WWTP is located at 13201 S. High Street, South Solon, OH 43123. B. The project site for the Village of South Solon WTP is located at 12595 N. High Street, South Solon, OH 43123. 1.3 PROJECT DESCRIPTION A. The Village of South Solon WWTP is currently in operation. The WWTP is rated to treat an average daily flow of 0.098 MGD and peak hourly flow 0.4 MGD. The improvements proposed within this project are intended to improve operational efficiency of the existing facility and are not designed to modify the existing treatment capacity. B. The Village of South Solon WTP is currently in operation. The WTP is designed to treat groundwater at a treat of 85 gpm (122,400 gpd) via iron removal and disinfection. The improvements proposed within this project are intended to improve operational efficiency of the existing facility and are not designed to modify the existing treatment capacity. C. At the WWTP, the work shall include, but not be limited to, replacement of existing mechanical screen with a new mechanical screen, replacement of three (3) existing blowers, installation of a new standby generator and ATS, and completion of other miscellaneous improvements at the facility. D. At the WTP, the work shall include, but not be limited to, replacement of one (1) high service pump, minor piping improvements, installation of a new standby generator and ATS, completion of miscellaneous electrical improvements at the facility, and completion of other miscellaneous improvements at the facility. 1. Schedule for delivery of the noted standby generator and ATS (supplied by others) to support installation by the CONTRACTOR are projected to be 27 weeks and 15 weeks, respectively, from Notice to Proceed. E. Alternates presented as a part of the project drawings and specifications include the following: 1. Alternate 1: At the WWTP, installation of the new return activated sludge piping and related valves and piping connections. If accepted, the CONTRACTOR All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
