Description

The scope of work generally includes the construction of proposed Borough Garage Site Finished Water Pump Station with chlorination unit and back-up generator; Penn Street Site Finished Water Pump Station with chlorination unit and back-up generator; Spring Station Water Pump Station; and demolition of the existing Bunday pump house and reservoir. Work includes, but is not necessarily limited to, the furnishing of all labor, superintendence, materials, tools and equipment and performing all work necessary to complete all work in accordance with the Contract Documents. Contract includes all General, Mechanical, and Electrical work required for job complete. The project is being financed by the Pennsylvania Infrastructure Investment Authority (PENNVEST). Bidder must agree to comply with all requirements associated with the funding. Federal Davis Bacon wage rates, Minority Business Enterprise / Women's Business Enterprise (MBE/WBE) requirements, and Build America, Buy America (BABA) Act requirements apply.Any technical questions regarding the bid documents are to be directed to LSSE. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. The Successful Bidder will be required to meet all Federal Requirements and Certifications in Executive Order Nos. 11246 and 11375.The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to Linesville Borough to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Federal Davis Bacon Wage Rates, and The Public Works Employment Verification Act (July 2012) apply. The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that Linesville Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies. Work included under this project (Contract No. 2022-01 - Water System Improvements) consists of Borough Garage Site Finished Water Pump Station, chlorination unit and back-up generator. Penn Street Site Finished Water Pump Station, chlorination unit and back-up generator. Bunday Springs Pump Station Site submersible wet well pumps. Also consists of existing Bunday Pump House and reservoir demolition. Work includes, but is not necessarily limited to, the furnishing of all labor, superintendence, materials, tools and equipment and performing all work necessary to complete all work in accordance with the Contract Documents. Work includes, but is not necessarily limited to, the furnishing of all labor, superintendence, materials, tools and equipment and performing all work necessary to complete all General, HVAC, Plumbing, and Electrical Construction in accordance with the Contract Documents.
