BURLINGTON COUNTY ROADWAY SAFETY IMPROVEMENTS (FY 2022) LINE STRIPING, VARIOUS TOWNSHIPS (CEG-4-BUCCP-23001) This is a Cooperative Purchasing Contract which involves the line striping of Burlington County roadways and the roadways of various municipalities. The major item being 8 million linear feet of 4" Traffic Stripes, Sprayed Thermoplastic for the Burlington County portion of the contract. The County is not responsible for any internet or electronic issues that may include, but not be limited to, connection issues, technical difficulties, errors, power outages, etc. All solicitations are subject to change. It is the responsibility of the vendor to check the website for any future addenda, revisions, etc. prior to the opening date. Failure to do so could result in rejection of your bid submission. PREQUALIFICATION: The project is utilizing Federal Funds for construction; therefore, all bidders must be prequalified with the N.J.D.O.T. Work Classification 17 AND 18, and in the proper dollar amount with N.J.D.O.T. The prequalification shall be valid at the time bids are opened. Each bid must be accompanied by a bid guarantee in the form of a bid bond, cashier's check, or certified check for ten percent (10%) of the total lump sum bid amount, but not in excess of $20,000.00 in accordance with N.J.A.C. 16:44-7.3(e). Certified checks or cashier's checks are to be drawn to the order of the "Treasurer of Burlington County". The sealed envelopes will be returned to the sender unopened. The performance bond must be issued to "The Board of County Commissioners of the County of Burlington" by a surety company authorized to transact business in New Jersey. PREVAILING WAGE RATES: When applicable, the contractor shall pay the latest prevailing wage rates for projects in excess of $2,000.00 as determined by the United States Secretary of Labor and the New Jersey Department of Labor, for the locality in which the work is to be performed pursuant to Chapter 150, Laws of 1963 (N.J.S.A. 34:11-56, 25 et seq.). If the prevailing wage rate prescribed for any craft by the United States Secretary of Labor is not the same as the prevailing wage rate prescribed for that craft by the New Jersey Department of labor, the contractor shall pay the higher rate. State wage rates may be obtained from the New Jersey Department of Labor & Workforce Development (Telephone: 609-292-2259) or by accessing electronically. The contractor shall comply with all applicable statutes and regulations regarding the payment of wages and specifically Title 34, Chapter 11, of the Revised Statutes of New Jersey. AFFIRMATIVE ACTION: bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.17:27. The project is utilizing Federal Funds for construction, therefore, all bidders are advised that the contract includes a goal of awarding 0% of the total contract price to subcontractors qualifying as Disadvantaged Business Enterprise (DBE) and it also includes zero (0) Apprentices and one (1) Trainees. In order to maintain a current list of potential bidders and to receive information regarding upcoming solicitations, new bidders must register on the County's website.
