Description

The contractor shall furnish all necessary labor, supervision, management, management support, transportation, supplies, equipment, and materials necessary to furnish the following services: a. All portable fire extinguishers and fixed fire extinguishing systems (regardless of type) located in all buildings, trailers, vehicles and parking structures will be checked and will have the annual (1) year, five (5) year, six (6) year, or twelve (12) year (hydrostatic testing or replace extinguisher, whichever is required) tests as required by the appropriate National Fire Protection Association (NFPA) Section. If extinguishers need to be removed from their location for servicing, a replacement extinguisher (provided by the Contractor) shall be installed until the extinguisher can be returned to its original location at no cost to the government. Fire extinguishing systems located in the cooking hoods will be inspected every six months in accordance with NFPA. Fusible links are to be returned to the Safety Technician. Fuel shutoffs are also to be checked. b. The following checks shall be made, at a minimum: i. Check of shell for current hydro test date, corrosion and mechanical damage, presence of repairs, damaged threads, broken hanger attachments and sealing surface. ii. Check nameplate for illegible wording, corrosion or loose plate. iii. Check nozzle, horn or hose assembly for damage, cracks, blocked openings, brittleness, damaged threads, and cuts at couplings. iv. Gauge or pressure indicator in good condition, not missing, deformed, broken, illegible, faded dial, corroded, dented case or crystal retainer, or other defects. v. General: Contractor shall make any additional checks as necessary to assure that extinguishers are in good operating condition. Including condition, weight or fill level of extinguishing agents, improper pressures, and missing tamper indicators on pull pins. c. Contractor shall tag each extinguisher certified to be in proper condition with appropriate Contractor service tag, stamped to indicate year and month service performed. d. For units that do not meet all requirements, and require repairs or are condemned, Contractor shall do the following: i. Tag the extinguisher with suitable tag on completion of this inspection, indicating that unit requires service. ii. Submit a complete list to the Safety Technician on completion of this inspection, indicating the following: 1. Location of equipment requiring repairs. 2. Type of extinguisher requiring repair. 3. Type of repair that is needed. iii. If the extinguisher is condemned, Contractor is to verify with the Safety Technician the reason(s) the extinguisher is condemned and then properly dispose of the extinguisher following all Michigan Department of Environmental Quality regulations. e. Contractor shall contact the Safety Technician prior to the performance of any and all repair/service work under this contract. This contract is for the inspection, servicing, repair and replacement of units for this current year. f. This annual service shall be completed as required by scheduled maintenance. It is recommended that the Contractor make an on-site visit to check conditions, and lay out of Medical Center grounds, prior to scheduling of work. g. Medical Center will make accommodations, to the extent possible, to provide Contractor with general area keys to facilitate progress of work, but some areas may have to be opened by the Safety Technician or VA Police. h. The C&A requirements do not apply, and a Security Accreditation Package is not required.
