Description

PURPOSE AND BACKGROUND BACKGROUND: Historically, the NC State Fairgrounds has contracted with a provider to clean, pump and take possession of the yellow grease generated on the Fairgrounds. It is the intent of the Department of Agriculture and Consumer Services on the behalf of the NC State Fair to establish an Agency Specific Contract with a qualified provider to clean, pump and take possession of the brown grease / gray water separator/ trap waste and to pump/collect. The North Carolina State Fair, a division of the North Carolina Department of Agriculture & Consumer Services (NCDA&CS), maintains commercial food service establishments throughout the year. To accommodate the food service providers, the Fairgrounds provides three (3) higher quality outdoor in-ground fryer oil tanks, six (6) lower quality inground grease interceptors / separators and three (3) lower quality indoor grease interceptor / separator traps to capture any grease formation resulting from food handling, preparation and cleanup. The three (3) various types of indoor and outdoor grease interceptors/separators, totaling (6) outdoor interceptors owned by the Fairground are supplemented with three (3) 300-gallon metal fryer oil containers with grates built into it. This constitutes usual and customary activity for grease handling throughout the year. Two (2) 100-gallon fryer oil containers with grates built into it and plastic/metal lids. During the month of October (October 13-23), for eleven (11) days, the number of food vendors at the Fairgrounds increases and the demand for grease containers increases proportionately. The Fairgrounds strategically places thirty (30) additional rental 300 gallon (capacity) fryer oil containers as well as two (2) 100 gallon (capacity) fryer oil containers so these are made accessible to concessionaires during State Fair. The containers will require pumping and transporting early the only Monday, second Friday morning during the State Fair and a few days at the conclusion of the Fair. The various types of specified containers must be delivered to a designated area determined by State Fair Management 2 weeks in advance and retrieved a week after annual State Fair. In May the Fairgrounds hosts the annual "Got to Be NC Festival." Additional grease containers and pumping may be required for the Festival. It is up to the discretion of the Contract Administrator to determine if containers and pumping are needed for the Festival and communicate this to the vendor in advance of the Festival. The State-owned grease interceptors require pumping and cleaning regularly in accordance with Federal, State and local requirements. The Contract Administrator will schedule all cleaning and pumping on an as-needed basis to align with the fairgrounds schedule. It is up to the contract administrator to coordinate. Bids shall be submitted in accordance with the terms and conditions of this IFB and any addenda issued hereto. 1.1 CONTRACT TERM The Contract shall have a term of three (3) years, beginning on (the "Effective Date").
