Description

The City of Ferguson is seeking proposals from qualified demolition companies to perform demolition services for fifty (50) or more residential properties for no more than $350,000 total cost incurred by the City. The City reserves the right to reject any and all proposals and to waive any irregularities in the process or with regard to the proposals. The City of Ferguson will be acquiring the properties for the purpose of removing a public health and safety hazard. The project shall include the demolition and removal of all construction materials, roofing, siding, wood, bricks, concrete foundations, driveways, footings, and basement floors. 2. The contractor shall start work immediately upon City's issuance of the Notice to Proceed. The City shall issue a Notice to Proceed for each property. Demolition for each structure shall be completed within 60 days of the Notice to Proceed. The contractor is expected to be working on several demolitions covered by the agreement at one time. It is imperative the structure is demolished within 60 days of the Notice to Proceed. 3. The contractor is responsible for acquiring all demolition and waste disposal permits from St. Louis County - Health Department and the City of Ferguson. Fees for the City of Ferguson permits shall be waived. The contractor will also have each property tested for asbestos and lead prior to demo as per St Louis County Department of Health guidelines. 4. Disconnecting and capping water and sewer lines will be completed by the contractor. Since this is also part of the City of Ferguson Demolition Permit process, the appropriate utility company and the City of Ferguson will inspect theseactivities to ensure full compliance is met. In one instance a water line may remain on the site, the City will provide the necessary plumber to conduct any needed work if needed. 5. If it is determined that clean fill from a borrow site is needed to infill any basement, crawls space, or footings encountered, the borrow site shall be submitted to the City for review and approval. 6. HVAC units, florescent light fixtures, and similar hazardous items must be removed and disposed in the appropriate manner. 7. If asbestos is found in any of the homes, it will be removed by a Missouri DNRlicensed asbestos removal contractor and sent to a landfill approved by the Missouri Department of Natural Resources. This will be transacted as a change order to the original bid price. The contractor will procure at least two bids for remediation services and the city will be allowed to review the bids prior to award. 8. Appropriate erosion control measures will be in place to assure that no sediment enters and waterway or storm water conveyance. Silt fencing shall be placed between the demolition area and any watercourse to capture potential runoff /or debris. 9. The contractor shall erect temporary plastic safety fencing around the perimeter of the site, to ensure all debris/solid waste is captured and disposed in the appropriate manner. 10.There shall be no burning of debris onsite. 11.There shall be no onsite fuel storage for the equipment. 12.It will be the responsibility of the contractor to ensure equipment is properly maintained and in appropriate working order, to avoid oil and gas leakage. 13.The area where the buildings are to be removed will be properly graded and seeded with native and/or adaptive vegetation.
