Description

As of January 11, 2021, a developer has been selected for the project. A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: Florida Statutes, that the City of Panama City Beach invites qualified firms or individuals to submit qualifications and proposals concerning the retail development of a portion of the City's beachfront at the Russell-Fields Pier across Front Beach Road from Pier Park and identified by Bay County Parcel ID No. 33753-000-000 (the "Gross Center Parcel" or "Property"). The Property is located in the Pier Park Community Redevelopment Area and is currently zoned CH (Commercial-High Intensity) and lies within the FBO-1 Overlay District and may be developed and used for commercial purposes consistent with the Pier Park Community Redevelopment Plan. The City Council of the City of Panama City Beach serves, ex-officio, as the governing body of the City of Panama City Beach Community Redevelopment Agency. The City is interested in offering a long-term ground lease to an experienced restaurateur to develop one or more premier food and beverage establishments on the Property. It is the intent of the Council and Agency to grant the selected developer exclusive development rights for a terminable period of up to one year, subject to the terms of a developer's agreement which will document the developer's concept, timeframe and assurances that the developer's plan will be completed. A map of the Property, the Pier Park Community Redevelopment Plan ("CRA Plan"), and any additional information is available for your review at Office of the City Manager, at 17007 Panama City Beach Parkway, Panama City Beach, Florida 32413, and may be provided electronically upon request to Purchasing@pcbfl.gov. Respondents may only rely upon the city's written addendum, if any, and not upon any statement made during the conference by anyone associated with the city. Electronic Bids will only be accepted when submitted through the DemandStar's bid portal. Emailed submissions will not be accepted. One (1) original and ten (10) copies along with a CD or flash drive are to be delivered to the City Hall Office at the address below. Any sealed bid submitted on paper must identify and clearly mark the bid # PCB22-01 SOQ and RFP to Develop Beachfront Restaurant(s) at the Russell-Fields Pier Center Parcel on the package. Receipt of a bid by any Panama City Beach Office, Receptionist, or personnel other than the City Hall's front desk does not constitute "receipt" as required by this solicitation. The City Hall's time stamp shall be conclusive as to the timeliness of receipt. All qualified individuals or firms are invited to submit qualifications and proposals for the development of the Property. The City will consider all qualifications and proposals timely received and select a firm or individual based on their qualifications, development concept proposal, financial strength, operational experience, offer, and presentation to the City. The City Council of the City of Panama City Beach, Florida, will consider the proposed development of the Property at a regularly scheduled meeting to be held at 9:00 AM on Thursday, October 28, 2021, in Council Chambers, at City Hall, 17007 Panama City Beach Parkway, Panama City Beach, Florida 32413, and as often thereafter as may be required to negotiate the development agreement contemplated by this invitation. The City has the right to accept or reject all qualifications and proposals or parts of qualifications and proposals and to waive any irregularity, omission or error. The City specifically reserves the right to negotiate modifications, corrections, revisions or alternations to any and all qualifications and proposals or to reject all qualifications proposals in the City's sole and absolute discretion. Any appeal of the City Council's decision may be made to the Clerk of the Circuit Court in Bay County, Florida. If a person decides to appeal any decision made by the City Council with respect to any matter considered, such person will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made.
