Description | Ad Text ANNEX BUILDING SILICONE ROOF COATING June 16, 2023 SPRINGFIELD UTILITY BOARDANNEX BUILDING SILICONE ROOF COATING Bids Due 2:00 pm, July 14, 2023 INVITATION TO BID SUB PROJECT NO. 811225 BID NO. FAC.13.23-2Electronic proposals for Annex Building Roof Coating will be accepted, please email DeeAnn Starr, Facilities Coordinator, at facilitybids@subutil.com. Email must be received no later than 2 p.m., Pacific Standard Time, on Friday, July 14th, 2023 to be accepted. The options for sealed, hardcopy proposal packet delivery are as follows: Mail to: DeeAnn Starr, Facilities Coordinator, Resource Management, Springfield Utility Board, 223 A Street, Suite B, Springfield, OR 97477; or, drop off at the above address during business hours, then proceed by calling the front desk at 541-746-0963 to make aware of the delivery. No bids will be received after the BID CLOSING time. A Mandatory Pre-Bid Walk-Through for this project will be held at the project site, located at 223 A Street, Springfield, OR. 97478 on Monday, June 26th, 2023 at 10:00 AM to provide prospective bidders with the opportunity to ask questions relating to bidding or constructing the work under this contract and to acquaint Bidders with the site conditions. A BIDDER'S FAILURE TO ATTEND THE PRE-BID MEETING SHALL CAUSE ANY BID SUBMITTED BY THAT BIDDER TO BE DEEMED NON-RESPONSIVE AND THE BID WILL BE RETURNED UNOPENED. Statements made by SUB's representatives at this meeting are NOT binding upon unless confirmed by written addendum. Contemplated work consists of furnishing all labor, materials and equipment necessary for the placement of a silicone roof coating. The existing roof material consists of 50 mil white PVC membrane over Boardroom area and 45 mil white PVC membrane over other areas. Springfield Utility Board (SUB) seeks a bid from contractor to manage, clean, repair, and apply a GE Enduris High Sold Silicone Liquid Flashing and GE Enduris High Solids Silicone (Medium Grey) roof coating over the SUB Annex building roof. The liquid flashing and final coating should be applied at approximately 40mils wet film thickness. Where needed, Contractor is to remove metal coping cap along edge of the roof and replace with hemmed metal coping cap with a longer back face to keep water from infiltrating behind roof membrane. 1. Contractor is responsible for safety and required fall protection and safety items as directed by OSHA guidelines. 2. Contractor is to supply their own portable restroom for their employees use and must be locked during non-working hours. 3. Contractor will perform an initial adhesion pull test in several areas to confirm manufacturer required adhesion results. 4. Contractor is to inspect and identify all blisters, splits, cracks, and pinhole areas that are possibly causing water intrusion. These are to be marked and repaired by utilizing new smooth torchdown capsheet. Permanently repair these areas by torch applying a new capsheet over the damaged membrane areas after any moisture has been allowed to dry properly. 5. When repairs have been completed, contractor will power wash and clean the entire roof surface using commercial-grade detergent to include the metal coping cap. 6. After cleaning, contractor will allow 48-72 hours (weather pending) for roof to thoroughly dry and then will apply beginning with detailing to all curb flashings, corners, seams (if present), and to any penetrations using GE Enduris High Solid Silicone Liquid Flashing. 7. Contractor will remove metal coping cap where needed and install new hemmed metal cap with a longer back face. 8. After proper curing of Liquid Flashing and all final checks, Contractor will apply a full layer of GE Enduris High Solids Silicone (Medium Grey) across entire roof surface including on all previously flashed detail areas. The final coating should be applied at approximately 40mils wet film thickness. 9. After the final coat of silicone has cured (approximately 24 hours), contractor will remove any safety items and insure proper clean-up of the job site. A complete set of proposal documents may be viewed in PDF format and downloaded at https://www.subutil.com/business-center/bids-proposals/ No proposal will be considered by the Springfield Utility Board unless the Bidder agrees to be bound by and will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035.ET.SEQ. Faxed copies will NOT be accepted. First-tier and other subcontractors must be accepted by Springfield Utility Board prior to the preconstruction meeting. Proposals must be submitted on the prescribed forms. The successful bidder will be required to furnish to Springfield Utility Board a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C. Acceptance of bids and award of contract will follow procedures provided by ORS 279C and in accordance with all applicable Springfield Utility Board policies. Springfield Utility Board reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of Springfield Utility Board. Springfield Utility Board may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
