Description

Domestic Terminal Building Gate 6 Expansion A certified check or bid bond in an amount not less than 5% of the bid price for the Contract work will be required from each bidder. The bid security, made payable to the City of Bangor, shall be as described under INSTRUCTION TO BIDDERS. It is expected that the Contractor will order all necessary equipment and materials associated with the project as soon as the contract has been executed to avoid delays when the "Notice to Proceed" is issued. This project is subject to the Foreign Trade Restriction Clause in accordance with 49 CFR 30. Attention of bidders is called to the requirements as to conditions of employment and to procedures under the appropriate sections, as amended, of the laws of the State of Maine. The bidder's attention is directed to the Debarment and Suspension laws of the State of Maine and the Federal Government in accordance with 2 CFR part 180 (Subpart C), 2 CFR part 1200, DOT Order 4200.5 DOT Suspension & Debarment Procedures & Ineligibility. The bidder's attention is directed to Drug-free Workplace requirements as set forth in 49 CFR Part 32. Notice of Requirement for Affirmative Action The proposed development to be accomplished under this contract will be subject to the Federal Equal Employment Opportunity (EEO) requirements of 41 CFR Part 60, Executive Order 11246, and Title VI of the Civil Rights Act; and the State of Maine EEO. Assurance and/or Certification statements of the Bidder as provided in the bid documents must be executed (signed) and submitted at the time of the bid opening. These certifications are intended to satisfy the State, County, and City laws relative to the non-segregation and non-discrimination. The City of Bangor reserves the right to waive any informalities or to reject any or all bids, or to accept any other than the lowest bidder, should it be deemed to be in the best interest of the City to do so. By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that at the time the bidder or offeror submits its proposal that neither it nor its principals are presently debarred or suspended by any Federal department or agency from participation in this transaction. After the actual date of the bid opening no bidder may withdraw his/her bid prior to February 4th, 2023 The BGR Domestic Terminal Gate 6 Expansion work scope generally consists of the following elements: o Demolition and/or modification of existing portions of the domestic terminal building and adjacent landside and airside components, o Building expansion of the Existing Domestic Terminal Building o Steel bridge connector providing a connection between the Domestic and International Pier gates o Scope for new construction includes: o Civil site work - airside and landside o Boiler and HVAC equipment, ducting and displacement ventilation system o Electrical service and distribution, o Fire alarm system o Plumbing and fire protection system o Security and access control systems o Additive alternate for a new passenger boarding bridge at Gate 7 (International Pier) o Furniture, Fixtures and Equipment and o Wayfinding, signage and gate and flight information displays (GIDs and FIDs) Approximately 11,000 GSF renovation, infill and expansion of the BGR Domestic Terminal Building to provide access to airside gate capacity at the adjacent International Terminal. The two-level addition to the domestic terminal will include a connector bridge providing a connection to the international pier. RFIs for any of the three Bid Packages will be accepted up to noon 12EDT Thursday, 29 December 2022 and will be answered in its entirety around noon 12EDT Wednesday 04 January 2023.
