Description | This requirement is a completion project resulting from a termination for default. This Acquisition shall utilize the Lowest Price Technical Acceptable (LPTA) and Past Performance. Refer to Attachment #1 (Request for Proposal Memo) and Section L and M for proposal specifications. Legibly enter price(s) in Section B using black font or black ink. A 100% Performance Bond and 100% Payment Bond will be required prior to issuance of notice to proceed. The Contractor must be registered in the System for Award Management (https://www.sam.gov). An award cannot be made to a contractor not registered. The Government intends to make award based on the initial proposal submissions without conducting discussions. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to hold discussions if, during the evaluation, it is determined to be in the best interest of the Government. For site visit Information, refer to Attachment #1 (Request for Proposal Memo) Notice: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. NOTICE: This is a requirement for the completion of a terminated construction project. Upon award, the prevailing contractor as part of its obligation to complete construction shall assume responsibility for design completion, the delivery and coordination of specialty manufactured items, equipment and due balances. 2. Instructions to Offerors: A. Instructions to Offerors: A. This is a lowest priced technically acceptable with past performance completion construction project. This acquisition is being conducted IAW FAR 15.3, Source Selection as supplemented by the Defense Federal Acquisition Supplement (DFARS) and the Air Force Federal Acquisition Supplement (AFFARS) . The Government is not obligated to determine a competitive range, conduct discussions with offerors, or solicit final proposal revisions. The Government intends to award without discussions, but reserves the right to conduct discussions, if determined necessary. Any discussions will be conducted in accordance with FAR 15.306. The Government reserves the right to make a selection based upon initial submissions, so offerors should submit their best terms in the initial proposal. The Government reserves the right not to make an award. Registration in System for Award Management (SAM): In order to be eligible for contract award, offerors must be registered in SAM at https://Sam.gov. Security Requirements: The contractor shall comply with all security requirements imposed by Homestead ARB, FL. Site Visit: A site visit will tentatively be held Tuesday, 12 July 2022 at 9:00am EST. This site visit is not mandatory. To be able to attend this site visit, attendees are required to register by emailing a completed base pass request form through DoD Safe to Ms. Ashley Johns at ashley.johns.3@us.af.mil no later than 07 July 2022. Attendees must request a DoD Safe link from Ms. Ashley Johns prior to emailing the form. Late registration will not be allowed. There shall be no more than two (2) registered parties per contractor. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate, and 1) solicitation number, 2) location of work, 3) dates access is needed to obtain a vehicle pass B. The proposal submitted in response to this solicitation must be in compliance with the terms and conditions of the Statement of Work (SOW), design requirements, and any solicitation stated requirements and attachments. All claimed capabilities to meet the requirements shall be realistic and are subject to verification by the Government. Non-conformance with these instructions may result in rejection of the proposal or an unfavorable proposal evaluation, or being deemed ineligible for award. The Contracting Officer (CO) will select the best submission which conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the submission instructions), and is judged, based on the evaluation factors, to represent the best value to the Government. The Government seeks to award the Offeror who is best suited to fulfill the solicitation requirements on a lowest priced technically acceptable basis. The Offeror shall submit their proposal electronically via email in a format readable by Microsoft (MS) Word, Adobe Acrobat X Pro, MS Excel, and MS-Power Point. Any questions whether technical or contractual in nature shall be submitted in writing to the Contracting Specialist (CS) ashley.johns.3@us.af.mil by close of business on 20 July 2022. Questions shall not be answered individually. All questions and answers shall be compiled and posted to SAM.gov. The Offeror shall submit proposals for consideration no later than 12:00pm (Eastern Standard Time), 05 August 2022. Only one (1) proposal shall be submitted, per company, in response to this requirement. Proposals received after the date/time specified may not be evaluated. Proposals shall be emailed to the CS Ms. Ashley Johns at ashley.johns.3@us.af.mil. Late submissions, modifications, revisions, and withdrawals of offers. (1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due. Completion of Outdoor Fitness Facility. The completion contractor will construct a new slab on grade and steel frame canopy to accommodate the new Fitness Outdoor Facility to provide adequate outdoor facilities for personnel to maintain their physical conditioning. The facility will have a total of 2,000 sf. and the proposed layout is 50 ft by 40 ft. Sustainable principles, to include Life Cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with Executive Order 13423, 10 USC 2802 (c), and all other applicable laws and Executive Orders. A revised PWS was added with new information.
