Two-Year Countywide Contract for WASD Pavement Restoration

NOTE: RFIs WILL ONLY BE ACCEPTED UP TO CLOSE OF BUSINESS MARCH 8, 2023. ANY RFI RECEIVED AFTER THIS DATE WILL NOT BE CONSIDERED. Scope of Work - The project consists of performing pavement restoration following repairs or improvements on behalf of the Water & Sewer Department by removing and replacing asphalt pavement at various locations countywide. The work of this project includes, but is not limited to, performing asphaltic patching repairs; performing asphaltic concrete repairs including milling and resurfacing; saw cutting; removal of existing asphalt; disposal of debris; reworking base; compaction; leveling to match existing pavement; applying prime and tack coats; application of all friction course types; marking restoration; restoration of permanent thermoplastic pavement striping; restoration of reflective pavement markers; maintenance of traffic; traffic control; adjusting manhole and valve boxes; obtaining all final permits to include MOT, lane closure and special events permits from the governing agencies; performing repairs at multiple locations with separate crews; nightwork as required; obtaining and closing permits; and all other appurtenant and miscellaneous items and work for a complete, fully functional and satisfactory project located in Miami-Dade County, Florida. Location - Countywide. The actual location(s) of work shall be identified in the Work Order(s) issued subsequent to the Award of the Contract. The combined total cost for all work authorized by the Work Order(s) shall not exceed the Contract Award amount. Each Work Order Issued will include a group of repairs within the same vicinity (a 2+- mile area). Estimated Range of the Base Bid - $4,380,290.50 to $5,299,909.50 not including contingency and dedicated allowances. Project Duration: 730 calendar Days, plus a 90-day contingency allowance. Pursuant to County Code Section 2-11.1 (t), this solicitation is under a "Cone of Silence" until lifted. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This contract has Small Business Enterprise (SBE) goals as follows: Construction 0%, Goods 0%, Services 0%. Goals are based on the construction estimate plus the 10% Contingency Allowance. This contract has a 10.00% Community Workforce Program goal. The Bid Proposal must be accompanied by a bid security in an amount not less than five percent (5%) of the total bid. The successful contractor must execute a one hundred (100%) Surety Performance and Payment Bonds. NO BIDDER MAY WITHDRAW HIS BID WITHIN 120 DAYS FROM BID OPENING DATE. The County has allocated certain funds for this project. Should the amounts bid exceed expected levels, the Department reserves the right to either reduce quantities and/or delete elements of the work while proceeding at the prices bid or reject bids and readvertise at its sole option. The Board of County Commissioners, Miami-Dade County, Florida, reserves the right to reject any or all bids, to waive any informality in any bid or to re-advertise for bids. Bids from any person, firm or Corporation in default on other contracts or agreements with the County may be rejected. Failure by the Bidder to satisfy claims on previous contracts with the County may be cause for rejection of his bid. The County reserves the right to postpone or cancel the bid opening at any time prior to the scheduled opening of bids.
