Description

The Conservation Board will conduct a public hearing on this public improvement on Monday, October 24, 2022, and, following said public hearing, approved the proposed plans, specifications, form of contract, and estimated cost of construction for this project and present the, Conservation Board with the bid proposals fortheir action. Clear all trees and brush. Grub out all stumps and roots. The area has a mix of a few larger trees, over 28" DBH. Most of the site has trees under 24" DBH along with smaller, 6" and under, trees and brush. All materials must be removed from the site. The contract may salvage any logs if possible or can chip and haul away materials. Contractor is allowed to burn treetops, brush, etc., but must obtain a Linn County burn permit to do so. Contract will b e responsible to follow all Linn County rules for burning. This public improvement generally consists of the clearing and grubbing of all trees and brush on approximately 9 acres to allow for the construction of a new campground. The contract needs to have all the trees cut down by March 31st, 2023, due to bat habitat regulations. The Conservation Department's intent is to have materials cut and removed before frost is out of the ground. Each proposal shall be made on the proposal form prepared for this purpose. Any . alteration in the official form of proposal will entitle the County, at its option, to reject the proposals involved from consideration. A set of plans will be on file at the Office of the Conservation Board. By virtue of statutory authority and provisions, preference will be given to products and provisions grown and produced within the State of Iowa. It is intended that a contract be awarded tp the lowest responsive, responsible bidder who is within the counties budgetary amount. Prices quoted shall be guaranteed for a period of sixty (60) days after date of the bid. Linn County and its Conservation Board reserves the right to reject any or all bids, to waive minor informalities in any bid or to make award in the best interest of the County Bid Security - Each bid must be accompanied with a bid security equal to five percent (5%) of the bid. The form of the bid security shall be as prescribed by Chapter 26.8, Code of Iowa. Performance Bond - The successful bidder shall be required to provide a performance bond in the amount of one hundred percent (100%) of the contract price. Bidder shall also provide, as part of the bid form, a list of all firms or individuals who will or may work on this project. A bidder that fails to include a list with the bid may be considered by Linn County a Non-Responsive Bidder. Bidders shall be prepared to submit a performance bond and payment bond and a two year maintenance bond conditioned on the faithful performance of the contract.
