Description

Monthly maintenance of sewer pumping stations in the Borough of Morris Plains located at American Road, Johnson Road and Central Avenue, all in accordance with the requirements of the Contract Documents. The term of the contract shall be January 1, 2023 through December 31, 2024 with the potential for up to two 1-year Contract Extension Periods for calendar years 2025 and 2026 at the option of the Borough pursuant to the requirements of N.J.S.A. 40A:11-15. All Bidders must submit bids on the two-year Contract Term and the potential two 1-year Contract Extension periods in order to be considered or the bid proposal will be rejected as non-responsive. The contract is also subject to the availability and appropriation annually of sufficient funds as may be required to meet the extended obligation. This request for proposals is being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5. This contract is subject to all of the Department of Labor Safety and Health regulations and to the applicable provisions of the Occupational Safety and Health Act of 1970. All bids must be submitted on the Contract Document forms furnished by the Borough and shall be enclosed in a sealed envelope marked with the name and address of the Bidder and the Contract Title. Any bids submitted by mail shall be addressed to Ana M. Thomas, Borough Treasurer/Chief Financial Officer, Borough of Morris Plains, 531 Speedwell Avenue, Morris Plains, New Jersey 07950. Each bid must be accompanied by a certified check, cashier's check or bid bond in the amount of ten percent (10%)(not to exceed $20,000.00) of the Total Aggregate Bid for the Two Year Contract Term, payable to the Owner, as a guarantee that if the contract is awarded to the Bidder he will enter into a contract with the Borough. Each bidder must complete and submit with his proposal the Ownership Disclosure Statement, Affirmative Action Assurance Form, Non-Collusion Affidavit and Disclosure of Investment Activities in Iran contained in the Contract Documents. Each bidder will be required to submit a copy of the contractors (and subcontractors if any) NJ Business Registration Certificate as required pursuant to P.L. 2011, Chap 57, in order to be eligible for consideration for award of this Contract. All bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding affirmative action. The Borough shall not be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source. The Contract will be awarded to the lowest responsible bidder based upon the option or options chosen by the Borough after the opening of bids, according to the criteria set forth in the Contract Documents. The Borough reserves the right to reject all proposals or any proposal which may be informal or the acceptance of which for any other reasons would be detrimental to the best interests of the Borough, and to waive informalities. The award of a multi-year contract will be subject to the appropriation and availability of funds for the succeeding contract year
