Description | PART 1 - BLOCK 34 AREA IMPROVEMENTS (OFF-BLOCK) Install 1,400 square yards of sod, 8,100 square yards of pavement, 3,620 linear feet of concrete curb and gutter, 260 square yards of textured and colored crosswalk, 950 square yards of concrete sidewalk, 520 square feet of ODOT Type B tactile warning device, 15 retractable bollards, 100 square feet of aluminum signs with posts, 3,255 linear feet of 4" wide white traffic stripe, 2,283 linear feet of 24" wide white traffic stripe, 9 white traffic stripe symbols, 175 linear feet of 6" PVC pipe, 75 linear feet of 4" PVC pipe, 65 linear feet of 3" PVC pipe, 300 linear feet of 2" PVC pipe, 147 linear feet of 12" PVC C900 DR 18 pipe, 530 linear feet of 8" PVC C900 DR 18 pipe, 7 gate valves, miscellaneous pipe fittings, 9 meter assemblies, new light poles and luminaires, and miscellaneous site work, clearing, and grading. (Quantities will vary.) The City of Stillwater/Stillwater Utilities Authority will utilize a two-step bidding process to select a successful bidder for this project as follows: Step 1: PREQUALIFICATION REQUIRED - Prospective bidders must complete and submit a Statement of Qualifications for all work to be performed for the project. This includes identifying and submitting qualifications for bidder's proposed subcontractors to be used to complete certain portions of the work identified in Special Provisions. Statements of Qualifications and Bids may be submitted as stated in the Instructions to Bidders. Any bid received through the online portal more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the set time for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same. Statements of Qualifications and Sealed Bids shall not be accepted on legal holidays. Statements of Qualifications and Bids will be referred to City staff for evaluation. The City Council may award to the "lowest and best responsible bidder." The City Council reserves the right to waive any informalities in the bidding and the right to reject any and all bids in accordance with the Oklahoma Competitive Bidding Act. Conditional bids shall not be accepted. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids. All questions must be received one week (7 days) prior to the bid opening. Addenda to the bid package will be issued to every company who attends the Pre-Bid Conference. Bidders must enter the agenda numbers electronically to fulfill Article 3.01 of the Bid Form to verify receipt. Statements of Qualifications and Bids will be referred to city staff for evaluation. The City Council may award to the "lowest and best responsible bidder". The Council reserves the right to reject any or all bids or portions thereof and to waive any technicalities in the bidding process. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids. Each bidder is required to submit with their bid a guarantee in the form of an acceptable bidder's bond, a certified check, or a cashier's check on a solvent bank in the state of Oklahoma, and in the amount of not less than five percent (5%) of the amount bid. The successful bidder shall execute a contract within 14 days of Notice of Award by the city. The successful bidder shall file a performance bond, maintenance bond, statutory bond and certificates of insurance in the statutory amounts for public liability and workers compensation insurance at the time of signing the contract. Any agreement entered into as a result of this invitation to bid shall be construed under the laws of the State of Oklahoma, and the venue for enforcement of the agreement shall be Payne County in the State of Oklahoma. The City may issue addenda as may be necessary in the best interest of the public and the City of Stillwater. Addenda may amend the date and/or time for receipt of bids or any specification, item, document, or requirement in the Bidding Documents upon notice to all prospective bidders who signed the sign-in sheet at the Pre-Bid Conference.
