FY24 General Sidewalk, Curb and Gutter Replacement Program

A pre-bid meeting/site visit will not be held for this solicitation. It is highly suggested that interested parties understand the requirements of the solicitation before submitting a response. The City of Bloomington reserves the right to reject any and all bids and to waive technicalities. The City of Bloomington requires all Bidders/Consultants doing business with the City not to discriminate on the basis of race, age, color, religion, gender, ancestry, national origin, marital status, mental or physical disability unrelated to ability, familial status or sexual orientation. Bid must be accompanied by a Bid guaranty which shall not be less than ten percent (10%) of the amount of the Bid. Bid guaranty may be a cashier's check, money order, certified bank check, or a surety bond. All guaranties, except surety bonds, will be deposited and reimbursement checks and surety bonds will be issued to unsuccessful bidders following the bid award. The successful bidder will be required to provide Performance and Payment Bonds in the amount equal to 100% of the contract price, within ten (10) business days after the bid award. Contractors shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Prevailing Wage Act (820 ILCS 130/1-12) including Public Act 100-1177 effective June 1, 2019. Bids may not be withdrawn for a period of 90 days after the bid opening date. Questions Due to City:July 13, 2023, 3:00pm All questions related to this Invitation to bid (ITB) shall be submitted in writing through the ProcureNow Question/Answer Tab via the City's e-Procurement portal, on or before, Thursday, July 13, 2023 by 3:00 pm. Please include the section title for each question, if applicable, in order to ensure that questions asked are responded to correctly. All questions submitted and answers provided shall be electronically distributed to bidders/consultants following this solicitation on the City's e-Procurement Portal. Anticipated Award Date:August 14, 2023 The project consists primarily of the following major work items: 1. Approximately 9,265 SQ FT Sidewalk Removal. 2. Approximately 5,783 SQ FT PCC Sidewalk 4-inch. 3. Approximately 2,824 SQ FT PCC Sidewalk 6-inch. 4. Approximately 589 SQ FT PCC ADA Ramps. 5. Approximately 365 FT Combination Curb and Gutter, Special. 6. Approximately 221 FT Barrier Yard Curb, Special. 7. Approximately 103 FT Retaining Wall, Special. Said easement as shown on the attached sketch and containing approximately 4,000 S.F., all situated in Bloomington, McLean County, Illinois. Work shall consist of the construction, removal and repair of sidewalk surfaces and appurtenances, including curb ramps, curb and inlet work, at various locations in the City of Bloomington. Work will vary by location. Maps and project details provided in the accompanying attachment represent potential work locations. All locations are subject to change, and the Contractor shall not proceed at any location without first receiving permission from the Engineer. Locations may be modified, added, or subtracted, throughout the contract period. Quantities in this bid are approximate only and have been assumed for the purpose of obtaining unit prices. The City of Bloomington expressly reserves the right to increase or reduce quantities as it deems necessary. Any such increases will include an extension of time to the Contractor to complete the work. The Contractor shall, upon receipt of notice to proceed, perform such sidewalk and related work, and shall receive compensation for same at the unit prices established herein.
