Description

For the Rehabilitation of the 18th & Dargan and Lucius Road Pump Stations for the City of Dillon The work to be done consists of furnishing all materials, equipment and labor necessary to construct approximately 457 linear feet of 4-inch force main and two (2) new duplex self-priming pump stations including associated site work and electrical for each pump station site This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the Presidents Executive Order No. 11246 and Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. The CDBG application, including the cost estimate, is available for review by contacting AECOM (attention Michael Henry) at (843) 693-7565. Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. The Information for Bidders, Bid Form, Contract, Plans, Specifications, Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the following locations Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bond made payable to the Owner and shall be for an amount equal to not less than five percent (5%) of the amount of the bid. Provisions of the security shall be as described in the Information for Bidders. A one hundred percent (100%) payment bond and performance bond will be required. Contractor must provide fire, extended coverage, vandalism, and malicious mischief insurance equal to the actual value of the insured property during construction. Any prospective bidder, offeror, contractor or subcontractor who is aggrieved in connection with the solicitation of this contract may protest to Engineer or Owner in accordance with Section 11-35-4210 of the SC Code of Laws within 15 days of the date of issuance of the Notice of Intent to Award. No bid will be considered unless the bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11, Sections 40-11-10 through 40-11-428). Contractors shall have a classification of WL. No bidder may withdraw the bid within 90 days after the actual date of the opening and thereof. These bid documents will be modified only by written addenda. The Owner reserves the right to waive any informalities or to reject any or all bids. The Owner requests that all bidders respond with an actual bid or with a sealed No Bid. This provision guards against receiving an insufficient response to the Advertisement for Bids.
