All Bid addenda will be transmitted to registered plan holders via email and will be available at porta. Plan holders who have paid for hard copies of the Bid documents will need to make the determination if hard copies of the addenda are required for their use, and coordinate directly with REV for hard copies of addenda to be issued. There will be no charge for registered plan holders to obtain hard copies of the Bid addenda. Neither Owner nor Engineer will be responsible for full or partial sets of the Contract Documents, including Addenda if any, obtained from other sources. Each Bid must be accompanied by a certified or bank cashier's check made payable to Incorporated Village of Patchogue, or a Bid Bond issued by a surety licensed to conduct business in the state where the Project is located and having a Best Rating of A- or better from A.M. Best Company and named in the current list of "Companies Holding Certificates of Authority as Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Financial Management Service, Surety Bond Branch, U.S. Department of the Treasury, in an amount not less than 5% of the amount of the Bid submitted. Each Bidder must complete and submit with their Bid the "Non-collusive Bidding Certificate" provided, in compliance with Section 103-d of the General Municipal Law of the State of New York.
