Description | Only On-Call $100K - $500K Telecommunications Contractors who are prequalified may submit a Bid for this Project. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Any Bid, once submitted to the University, may only be withdrawn by letter of request, signed by the submitting Bidder, and presented to the Director of Capital Projects and Facilities Procurement, prior to the time of opening of any Bid for the identified Project. The University reserves the right to accept or reject any or all Bids within ninety (90) calendar days of the Bid opening, Should there be reasons why the contract cannot be awarded within this specified period, this time may be extended by mutual agreement between the University and the Bidder. The University reserves the right to elect to implement some, all or none of the Alternates set forth in this Bid, as may be in the best interest of the University. To ensure that the integrity of the bidding process is maintained, the Total Bid Amount and any Alternates are read at the bid opening. After the bid opening and before the contract award, the lowest responsible Bidder is determined by adding together the Total Bid Amount plus any Alternates (additive or deductive) accepted by the University. Alternate prices are not negotiable since they are a component in determining the lowest responsible Bidder. Each Bid shall be accompanied by a Bid Bond in the form required and provided by University and having as surety thereto such surety company or companies as are authorized to do business in the State of Connecticut, and for an amount not less than 10 percent of the Total Bid Amount. A Bid Bond is only required for any Total Bid Amount over $50,000.00. A Total Bid Amount of $50,000.00 or less does not require a Bid Bond. In lieu of a Bid Bond, each bid may be accompanied by a Certified Check drawn to the order of the "University of Connecticut" in the amount not less than 10 percent of the Total Bid Amount. Performance Bond (for Bids over $100,000.00): If the contract amount is at least $100,000.00, then prior to the execution of the contract, the successful Bidder shall submit an executed Performance Bond, prepared on the form of Performance Bond provided by the University, in the amount of 100 percent of the contract amount, conditioned upon the faithful performance of the contract, and having as surety hereto such Surety Company or Companies as are authorized to transact business in the State of Connecticut. Labor and Material Bond (for Bids over $100,000.00): If the contract amount is at least $100,000.00, then prior to the execution of the contract, the successful Bidder shall submit an executed Labor and Material Bond, prepared on the form of Labor and Material Bond provided by the University, in the amount of 100 percent of the contract amount, conditioned upon the faithful performance of the contract, and having as surety hereto such Surety Company or Companies as are authorized to transact business in the State of Connecticut. If prequalified, as is the case of most deferred maintenance, major renovation, and new construction projects, the awarded Contractor is advised that they must award thirty percent (30%) or more of the value of the Contractor's contract to certified SBE's and, of that amount, one-third (10% of the total award) or more must be awarded to SBE's who are also MBE's. The Contractor is responsible for ensuring that the SBE's/MBE's they have elected are eligible contractors, and that they meet state requirements. In support of the 30/10 goal, it is suggested that a thoughtful approach be considered in package size, value, and design to encourage SBE/MBE opportunities.
