Description | The intent of the City is to procure the services of one (1) qualified Contractor related to the construction of the Western Floridan Water Well F-19 Construction Project. The following reflects the Scope of Services necessary for the construction relative to the Floridan Well F-19 project. This work will be consistent with the adopted goals, objectives, and programs of the City of Port St. Lucie City Council. All work shall be in accordance with the project plans prepared by Holtz Consulting Engineers, Inc. consisting of pages 1 - 26 and Technical Specifications consisting of pages 1 - 484. The contract period is estimated at five hundred forty-five (545) calendar days with no option to renew. The City of Port Saint Lucie (City) owns and operates the James E. Anderson Water Treatment Plant (JEA WTP). The facility treats brackish groundwater with reverse osmosis membranes to provide potable water to the City's customers. The brackish water is supplied by the JEA wellfield. The City is proposing the design and construction of a new Floridan Aquifer supply well in the JEA wellfield. This new well will allow for increased operational and maintenance flexibility as it will allow other, existing wells to be taken out of service. This well will not increase the total volume of water being removed from the aquifer for treatment and beneficial use. Holtz Consulting Engineers, Inc. (Design Consultant) will provide professional engineering and hydrogeological services related to the implementation of a new upper Floridan production well (Well F-19). These services include survey, geotechnical evaluation, design and preparation of specifications and drawings for procuring contractor bids for the work, permitting with the South Florida Water Management District and St. Lucie County Health Department, assisting the City with contractor selection, and providing professional engineering and hydrogeological services during construction. The project will be divided into two phases as follows, both with construction activities anticipated to start in Fiscal Year Responses to Written Questions 5/9/2022 5/12/2022 o Phase I will include the below-grade portions of the well and a temporary access road. o Phase II will include the pump, wellhead, raw water main, CBS building that will house the wellhead, the pump and wellhead, electrical and control equipment, and standby generator. Site features will include a perimeter fence, propane storage tanks, concrete drive, and site grading and restoration. The following is a summary of the work required: o Construction of one (1) Upper Floridan Aquifer production well, Well F-19, for the City of Port St. Lucie Utility Systems Department located in Port St. Lucie, Florida including drilling, setting of steel and PVC casings, grouting, flow testing, well logging, pump testing, formation water disposal system (including temporary piping and pumps), and well system disinfection. o Connection of a new stainless-steel wellhead with pump, motor, valves, electrical, instrumentation, and accessories and appurtenances for the proposed Well F-19. o Construction of a new single story well house including slab, footers, foundation, CBS walls, overhead and man doors, ventilation equipment, louvers, lighting, premanufactured roof trusses, asphalt shingle roofing, roof drainage system, roof hatch access, and equipment pads. o Construction of a propane-fueled standby generator located inside the building. o Site work including all concrete driveways, fencing, access roads, raw water main, water service and backflow preventer, and fiber optic conduits, and sodding. o Testing and startup services. o Restoration of all areas affected by construction activities to existing conditions or better. The Contractor must have all the required licenses and certifications necessary to perform this work. The approved Licenses for this work include a State of Florida General Contractor License and Water Well Drilling License. It is the Contractor's responsibility to verify with the City's Building Department that they possess the proper licenses and certifications to perform the work prior to submitting a bid. The City of Port St. Lucie reserves the right to reject any and all proposals, to waive any and all informalities or irregularities, to negotiate with any qualified Proposers, and to accept or reject all or any part of any proposal as it may deem to be in the best interest of the citizens of the City.
