Description

Their contents made known for the Del Hale Hall Renovation and Library Addition located at 931 Center Avenue, Dos Palos, County of Merced, California in accordance with the issued Drawings, Specifications and other Documents together with such Addenda thereto as may be issued prior to the bid opening. In general, this project comprises the remodel of the existing 6,302 SF Community Center, minor remodel/restroom remodel, and the addition of a 3,418 SF Library in wood framed construction on a slab-on-grade and spread footing foundation. RFIs for this bid are due no later than May 4, 2023 at 2:00 p.m. Bids will be entered on a lump sum basis comprised of the Community Center Remodel bid amount and the Library Addition bid amount. Due to grant funding requirements and deadlines, the construction of this project must be completed no later than December 31st, 2024. Drawings, Specifications and other Documents will be issued only to those Contractors whose valid license allows them to be the prime Contractor for this project. Others may examine the documents at the office of the Department of Public Works or at other designated locations. Bids, in order to receive consideration, shall be made and submitted in accordance with the requirements and conditions set forth in the Instructions to Bidders and in the aforesaid Drawings, Specifications and other Documents. Neither partial nor contingent Bids will be considered. The Bid of any Contractor who has previously violated the terms of the Federal Labor Laws, and who has not been cleared of such violations, will not be honored. Also, any Sub-Contractor under him under the same circumstance will not be accepted for this project. Contractor shall possess either a valid Class A or Class B Contractors License at the time this contract is to be awarded. Pursuant to the provisions set forth in Sections 1770 to 1781, inclusive, and Sections 1810 to 1817, inclusive, of the Labor Code of the State of California, and local laws thereto applicable, the Board of Supervisors of Merced County, in the manner required by law, has ascertained the general prevailing Rate of Wages and also the hourly rates for Saturday, Sunday, Holiday and overtime work, in the locality where this work is to be performed, for each craft, classification and type of Workman or Mechanic needed to perform the work of this project, has adopted, by Resolution No. 79-38, and has published this wage scale in accordance with Sections 1773 and 1773.2 of the said Labor Code, which scale will become a part of the Contract. A copy of this wage scale may also be obtained from the Department of Public Works of Merced County or at the following Web Site: www.dir.ca.gov/dlsr. It shall be mandatory upon the Contractor to whom the Contract is awarded, and upon all Sub-Contractors under him, to ascertain and pay not less than the latest general prevailing rate of wages and to pay not less than the general prevailing hourly rates for Saturday, Sunday, Holiday and overtime work for each Workman or Mechanic employed in the execution of the work of this project. Contractors may substitute an Escrow Agreement for performance retention in accordance with the State of California Public Contract Code Section 22300. No contractor or subcontractor may be listed on a bid proposal for this project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor Code Section 1771.1 (a)). No contractor or subcontractor may be awarded a contract for this project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Bid Security in the amount of ten (10) percent of the Bid amount (Base Bid plus Alternate Bids) shall accompany the Bid, in accordance with the provisions set forth in the Instructions to Bidders. The Board of Supervisors of Merced County reserves the right to reject any or all bids, to accept the Base Bid alone or together with any or all Alternates, and to waive any informalities or irregularities in any Bid or in the Bidding.
