Description

To procure the services of a qualified Contractor to perform roadway restoration work at various locations within the City. Work includes, but is not limited to mobilization, excavation, embankment, replacement of road materials, compaction, culvert replacement (if needed), sidewalk, curb and gutter, sod stabilization, and maintenance of traffic as specified in this Invitation to Bid. For more information concerning this Invitation for Bid, please contact Gail Renaud: e-mail grenaud@arcadia-fl.gov or call 863-494-4114. 3 ll questions concerning this IFB, such as technical specifications, discrepancies, omissions and exceptions to any term or condition of the IFB documents must be submitted to the City's designated contact person in writing via email or U.S. Mail to: Gail Renaud, City of Arcadia Purchasing Department, 23 North Polk Avenue, Arcadia, FL 34266 or grenaud@arcadia-fl.gov. No oral interpretations will be made to any firm as to the meaning of specifications or any other contract documents. All questions must be received within ten (10) calendar days (Tuesday, December 27, 2022, at 2:00 P.M.) prior to the scheduled opening of bids. All such requests for information and/or clarification shall be made in writing. A BONDS o If Bid is less than $50,000 no Bid Bond or Payment and Performance Bond required. o If Bid is greater than $50,000 and is for material only, a Bid Bond is required but no Payment and Performance Bond is required. o If Bid is $50,000 - $100,000, and is for services, a Bid Bond is required but no Payment and Performance Bond is required. o If Bid is greater than $100,000, and is for services, Bid Bond and Payment and Performance Bond is required. When required by Federal program legislation, all prime construction contracts in excess of $2,000 awarded by non-Federal entities must include a provision for compliance with the Davis-Bacon Act (40 U.S.C. 3141-3144, and 3146-3148) as supplemented by Department of Labor regulations (29 CFR Part 5, "Labor Standards Provisions Applicable to Contracts Covering Federally Financed and Assisted Construction"). In accordance with the statute, contractors must be required to pay wages to laborers and mechanics at a rate not less than the prevailing wages specified in a wage determination made by the Secretary of Labor. In addition, contractors must be required to pay wages not less than once a week. The non-Federal entity must place a copy of the current prevailing wage determination issued by the Department of Labor in each solicitation. The decision to award a contract or subcontract must be conditioned upon the acceptance of the wage determination. The non-Federal entity must report all suspected or reported violations to the Federal awarding agency. The City reserves the right to waive minor defects, variations to specifications, informalities, irregularities, and technicalities in any Bids, to reject any and all Bids in whole or in part, with or without cause, and/or to accept Bids that in its judgment will be for the best interest of the City. The City also reserves the right to separately accept or reject any item or items of a bid and to award and/or negotiate a contract in the best interest of the City. Discrepancies between words and figures will be resolved in favor of words. Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the indicated sum.
