Description | *The closed solicitation has been included below for reference: The Cape Fear Public Utility Authority (CFPUA) is seeking an engineering firm experienced with survey, design, permitting and construction services for sewer pump stations and force mains. The project is to serve northern New Hanover County by significantly increasing sewer conveyance capacity. The project consists of constructing a new major regional pump station in the general vicinity on North Kerr Avenue between Bavarian and Truesdale and constructing a large diameter sewer force main from the new pump station to the Northside Wastewater Treatment Plant. The approximate location of this infrastructure is identified on the attached map, Exhibit A. PHASE A Request for Qualifications is being advertised separately. The $32.8 million dollar project (PHASES A and B combined) is primarily funded by an ARPA grant through NC Wastewater Reserve funds which require strict adherence to project milestone dates. Therefore, the successful firm will be required to demonstrate their ability to meet these milestones without fail. A Preliminary Engineering Report is already in process. The funding agency requires that the Bid and Design Package be submitted no later than January 1, 2023. All ARPA project funds must encumbered for construction by December 31, 2024 to be paid out to contractors and reimbursed from the funding agency to CFPUA by December 31, 2026. The successful firm will have demonstrated success with projects and project accounting funded through North Carolina Division of Water Infrastructure. CFPUA will address questions regarding the RFQ until 2:00 PM on March 9, 2022. The selected firm will be informed by the Preliminary Engineering Report and expected to begin route survey within 7 days of project award. If in the best interest of CFPUA, PHASES A and B of the project may be designed by different firms, but the work will occur simultaneously. All submitting firms are required to demonstrate how they can complete PHASE B of the project in its entirety on time, within budget and in accordance with Authority technical requirements The successful firm will demonstrate in their written qualifications the ability to succeed with such capacity of professional engineering services a project that includes: 1. Construction of a new approximately 4 million gallon per day sewer pump station on land adjacent to North Kerr Avenue; and 2. Construction of a sewer force main from the new pump station on North Kerr Avenue to Northside WWTP. Firms submitting Qualifications are encouraged to carefully check them for conformance to the requirements stated herein. Qualifications that do not meet ALL of the below listed requirements, or are sent to any address other than shown above, will be disqualified. No exception will be granted.
