Description

Replacement of County Bridges 88, 89, 87, and 92 Bidders must submit an original of the Bid in a sealed envelope clearly marked "Bid Proposal for Blair County Bridges 88, 89, 87, and 92" with bidder's name and address. ELECTRONIC SUBMISSIONS ARE NOT PERMITTED. Any omissions, alterations, additions or deductions not called for, conditional or uninvited alternative bids, or irregularities of any kind, shall be cause for rejection of bid. No responsibility shall be attached to any County representative for premature opening of a bid not properly addressed and identified. The Issuing Office for the Bidding Documents is Keller Engineers, Inc., 420 Allegheny Street, Hollidaysburg, PA 16648. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am and 5:00 pm. To schedule an appointment at Keller Engineers, Inc., call (814) 696-7430. The work on the contract must be substantially complete by November 11, 2023. The successful bidder will be required to comply with the PA Department of Labor and Industry, Prevailing Minimum Wage Predetermination (Act 422 of 1961, P.L. 987 amended), which shall be paid for each craft or classification of all workers needed to perform the contract during the term in which public work is performed, are made part of this specification. Pre-qualification of Bidder as specified in Section 102.01 of Pennsylvania Department of Transportation (PennDOT) Specifications Publication 408 is required. Bid Security shall be made payable to the County of Blair in the amount of ten (10) percent of the bid price and in the form of certified or bank check or an unaltered bid bond in the form provided in the Project Manual issued by an acceptable surety and executed by the bidder. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening of the bids. Bid Security will be returned to unsuccessful bidders. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds in the form provided in the Bid Documents (unaltered), each in the amount of one hundred percent (100%) of the amount of the contract, within fifteen (15) days of the date of the written Notice of Award of the contract. Failure to furnish bonds and proof of insurance as required by the bidding documents within this time period as well as provide subcontractor and/or supplier information per Article 12 of Section 100 shall, at the option of the County, constitute grounds to revoke the bid award and declare the bid security forfeited. Contractor understands that this is a public works contract, and all rights to mechanics' or materialmen's liens are waived. Contractor will comply with the following laws: Steel Products Procurement Act of March 3, 1978, (P.L.6, No. 3, Section 1, 73 P.S. Section 1881 et, seq.); Trade Practices Act (71 P.S. Section 773.101 et, seq.); Public Works Contractor's Bond Law of 1967 (8 P.S. Section 191 et seq.) if the amount of the contract exceeds $5,000.00; and Public Works Employment Verification Act (43 P.S. Section 167.1) (Public Works Employment Verification Form must be submitted with the bid). The Blair County Commissioners reserve the right to reject any or all bids, to waive any informality, omissions, defects or irregularities in the bids, and to accept and award any contract which, in its judgment, is for the best interest of the Blair County Commissioners. The County of Blair may consider the qualifications and experience of the bidders and proposed subcontractors when evaluating bids. If the Contract is to be awarded, it will be awarded to the lowest responsive and responsible Bidder whose evaluation by the County of Blair indicates to the County of Blair that the award will be in the best interest of the project.
