Description

For the Phase 1 Closure Contract The project consists of furnishing all labor and materials necessary to complete the following work: Installation of dual contained leachate force main, retrofit existing cleanout manholes, and tie-in connection to existing force main; Installation of communications utilities and infrastructure; Installation of single wall leachate force mains and tie-in connection to existing force mains; Removal and replacement of existing landfill gas headers; Rehabilitation of an existing concrete manhole and retrofit by installation of an HDPE manhole for leachate collection; Trenchless CIPP lining of a leachate collection line. CLARIFICATION DEADLINE: 12/28/2022 5:00 PM The work is to be substantially completed for Owners use within 200 calendar days from the date specified in the Notice to Proceed. Liquidated damages of $2,000.00 per calendar day will be assessed after the date for Substantial Completion. Final completion of the work shall be within 260 calendar days from the date specified in the Notice to Proceed. Liquidated damages of $1,000.00 per calendar day will be assessed after the date for Final Completion. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, as indicated in the Bid Form. For information concerning the proposed work, contact John J. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security, as prescribed in the Instructions to Bidders. The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents. In order to perform public work, the Successful Bidder and Subcontractors prior to Contract award shall hold or obtain such license as required by State statutes, and Federal and local Laws and Regulations. Wages paid to employees of the successful bidder shall be subject to the requirements of the Pennsylvania Prevailing Wage Act. No Bidder may withdraw their Bid within sixty (60) days after the actual date of the opening of Bids. The County will not award a contract to anyone who cannot prove to the satisfaction of the County that they have sufficient experience in landfill construction, and are financially able and organized to successfully carry out the work covered by the Bidding Documents in the required time. Each Bid shall be accompanied by completed questionnaires relating to the Bidders qualifications and financial status. All Bidders shall be aware that the County is an agency subject to the Right to Know Law. Any documents submitted should be considered as subject to potential public disclosure once the bid is awarded. In addition, the County will post information regarding the successful bid on the County website. The County reserves the right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents, to waive any informality in Bids received, and to accept that Bid which in its judgement best serves the interest of the County.
