Description

THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The Department of Veterans Affairs is seeking a qualified contractors to repair the Fire Doors for Main Building Linen Room and EMS Supply Room at James J. Peter VA Medical Center, 130 West Kingsbridge Road, Bronx NY 10468. The Government intends to procure a single award Firm-Fixed Price (FFP) contract. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business). Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities for which you have provided services to, proof of applicable certification, Unique Entity ID (UEID) (www.Sam.gov), address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM). Responses to this notice must be submitted in writing to Delfo.Saco-mizhquiri@va.gov and received not later than October 13, 2022, 4:30pm EST. No telephone inquiries will be accepted. The cost estimate range for this project is less than $25,000. Scope of Work Contractor shall provide all labor, parts and materials (including lubricants) to provide installation and repairs to Building 100 Rooms GC-01 and GC-02 Fire Doors. Due to the doors age expectancy, they re in an unsafe working environment. Per all openings protected with approved fire doors shall be replaced and maintained in accordance with NFPA 80. The fire doors are in main building Main Building Linen Room #GC-02 and EMS Supply Room #GC-01 to secure high dollar amount items, power tools, cleaning supplies and VA employee s uniforms. WORK HOURS AND SCHEDULING ARRANGEMENTS: Except by special alternative arrangement, services will be performed only during the facility s normal business hours (8:00 a.m. to 4:30 p.m. Monday through Friday excluding federal holidays). Contracting Officer Representative (COR) will arrange work schedules with contractor. The Federal Holidays which are observed by the federal government are annotated as follows: New Year s Day, Martin Luther King s Birthday, President s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. Any other day specifically declared to be a national holiday (per Federal Statute, Executive Order, or by the President s Proclamation). Usually, holidays that fall on Saturday are observed on the preceding Friday and holidays that fall on Sunday are observed on the following Monday. Any questions pertaining to scheduling will be directed to the COR. CONTRACTOR REQUIRED QUALIFICATIONS, EXPERIENCE & TECHNICAL CAPABILITY (TO PERFORM SERVICES) The contractor shall have at least 1 year(s) experience in repair and maintenance of comparable size, scope, and complexity. Relevant experience is experience that took place in similar buildings structures, or equipment. Contractor employees shall be knowledgeable of original equipment manufacturer standards associated with conducting operation, repairs and services for all equipment associated with Fire Protection Equipment. Contractors shall provide correspondence from ALL original equipment manufacturers indicating that the vendors technicians have been properly trained to work with fire resistance rated construction equipment. Installation Specifications 1-fire overhead door 8x8 Chain host Right hand drive 3-hour UL rating Non-tension release 1-fire overhead door 2 2x2 3 Chain host Right hand drive 3-hour UL rating Non-tension release The Performance testing shall include NFPA 25 (2017) 8.3.3 Calibrated test equipment shall be provided to determine net pump pressures, rate of flow through the pump, and speed. 6.The replacement of fire doors shall include the following performance factors: Overhead-Doors to replace fired doors for Main Building Linen Room #GC-02 And EMS Supply Room #GC-01. The total for this procurement is $22,846.53 The contract completion time is 22 calendar days from receipt of Notice to Proceed.
