Description | **As of June 29, 2023 this project has not yet been awarded. A timeline for award has not yet been established.** Elizabethton Municipal Airport Authority will accept sealed bids for the Above Ground Fueling System and Apron Expansion Project at the Elizabethton Municipal Airport, Elizabethton, TN.The bid package shall be clearly labeled: Above Ground Fueling System and Apron Expansion Project -Elizabethton Municipal Airport - DO NOT OPEN. Project Description: The project consists of the construction of an asphalt aircraft apron and the installation for an aircraft fuel farm. The apron expansion will include excavation, base stone and asphalt paving. The fuel farm includes the installation of a 12,000-gallon AVGAS fueling system and a 16,000 gallon Jet A fueling system. This will also include a concrete off-load area. Elizabethton Municipal Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Each proposal must be accompanied by a Bidders Bond on the form contained in the Proposal Book from a surety company acceptable to Elizabethton Municipal Airport Authority or a cashier's check or certified check made payable to Elizabethton Municipal Airport Authority for not less than five percent (5%) of the total amount of the bid. A 100% Contract Bond will be required of the successful Contractor. Liquidated damages, for delay in contract completion shall be as stated in the Proposal. This project is funded under a grant contract with the State of Tennessee. In addition, the project is funded with federal funds, therefore is subject to the following provisions: Buy American Preference requirement in 49 USC 50101, Foreign Trade Restriction: Denial of Public Works Contracts to Suppliers of Goods and Services of Countries that Deny Contracts to Suppliers of Goods and Services of Countries that Deny Procurement Market Access to U.S. Contractors (DOT Regulation 49 CFR PART 30), Davis Bacon Act (DOL Regulation 29 CFR Part 5), Affirmative Action to Ensure Equal Employment Opportunity (Executive Order 11246 and DOL Regulation 41 CFR PART 60), Governmentwide Debarment and Suspension and Governmentwide Requirements for Drug free Workplace (DOT Regulation 49 CFR PART 29), Lobbying Federal Employees-(Appendix A to 49 CFR Part 20), Recovered Materials (2 CFR 200). A Disadvantaged Business Enterprise (DBE) goal of 8.28% been established for this project. All Bidders shall be licensed Contractors as required by the Contractors Licensing Act of 1976 of the General Assembly of the State of Tennessee, and all amendments thereto in effect on the date of receipt of bids. All bidders must comply with Tennessee Code Annotated, Title 62, in particular Chapter 6 regarding preparation of bid envelope. The proposal, which shall be enclosed in a sealed envelope shall be clearly labeled on the outside of the envelope, at a minimum, with the name of the project, contractor's name and address and license number, classification, expiration date, and the date and time of the Bid Opening (so as to guard against premature opening of any bid). A form has been included for your convenience. Failure to show these items on the outside of the envelope will result in the bid being returned to the Bidder unopened. Withdrawal of Bid: Any Bidder, upon his and his authorized representative's written request, will be given permission to withdraw his proposal not later than the time set for opening thereto. At the time of opening of proposals, provided written request has been submitted prior to the time of the opening, when such proposal is reached it will be returned to the Bidder unopened. Unless contrary to the statues of the State of Tennessee including local charter provisions no Bidder may withdraw a bid submitted for a period of one hundred and twenty (120) days after actual bid opening without Owner's consent.
