Description | Work of Contract No. 1 - Asbestos Remediation includes all tools, labor, material and equipment necessary to: Removal and Disposal of asbestos materials as identified in the hazardous materials survey. All bids must be made on the bid form of proposal attached hereto. A bidder may withdraw any proposal submitted prior to the hour set for the closing of the bids provided the request is signed in a manner identical with the proposal being withdrawn. The Owner will be responsible for payment in accordance with the terms of the contract when the work is completed. The Owner is exempt from New York State sales taxes on material, supplies, and equipment to be permanently incorporated in the Work. Exemption No. 14-1827832. Said taxes shall not be included in the Bid. Additional sets of Bidding and Contract Documents may be obtained upon payment of a $25.00 deposit for each set. Deposits for additional sets will be returned less the actual cost of reproduction if the complete sets are returned in good condition within the 30-day period. Requests for delivered sets of Bidding and Contract Documents will be honored overnight upon receipt of a non-refundable fee of $25.00 per set for handling and delivery. The Board of Trustees of the The Community Library reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids without explanation. This project is funded in part by a grant from the NYS Office of Parks, Recreation and Historic Preservation through Title 9 of the Environmental Protection Act of 1993. All Bidders are subject to the terms of the NYS Master Contract for Grants -- Standard Terms and Conditions, which can be found online The State has established a goal for MWBE participation of 30% Minority and Women-Owned Businesses combined, with at least 13% MBE and 17% WBE. The lowest bidder must submit, either with their bid or within seven business days of notification of selection, a Grants MWBE Utilization Plan, Contractor's Solicitation Log and documentation that NYS Certified Minority and Women-Owned Business Enterprises (MWBEs) were contacted during preparation of said bid. Participants that do not submit the Grants MWBE Utilization Plan, Contractor's Solicitation Log and evidence of their good faith efforts will be deemed non-responsive, and their bid may be rejected. Evidence of good faith efforts is contact by certified mail, follow-up with phone contact and a summary of all contact and results. Prior to the award of a contract to the lowest bidder; review and acceptance of the bid summary and all MWBE documentation by State Parks is required. A directory of minority and women-owned business enterprises is available (MWBE Directory search). It is the responsibility of the grantee to ensure all contractors comply with the federal Disadvantaged Business Enterprises (DBE) program and satisfy all program specific reporting requirements. This project is partially funded by the New York State Office of Community Renewal and HUD and this project must comply with all requirements to promote fair housing and support Section 3 businesses. All bidders must comply with the Section 3 Participate Plan as identified in Section 00824 regarding efforts to hire Section 3 labor force or Section 3 businesses for subcontracted work. Bid submission shall include a Section 3 participation plan. Upon selection, for all contracts that equal or exceed $100,000, the contractor will be required to submit the State a Vendor Responsibility Questionnaire: Construction - For-Profit.
