Description | Bids will not be received after the specified time. Each proposal must state the name and address of person, firm or corporation interested in the same as a principal. Proposals must be submitted in a sealed envelope, addressed to the Township Clerk, Township of Waterford, and identified as bid for: "Columbia Pit Vegetative Debris Removal". If the contract documents are to be mailed there is an additional $15.00 fee for postage. The successful bidder shall supply all labor, materials and equipment required to complete the work as set forth in the general provisions of the contract, including General and Supplementary Conditions and Technical Specifications. The proposed base bid work includes the grinding, loading, hauling and disposing of vegetative materials; and related appurtenances at the Township-owned Columbia Pit, located at 2310 Columbia Avenue (Block 5801, Lot 26), Atco, NJ 08004. 3. WITHDRAWAL OF BIDS: Any bid may be withdrawn prior to the above schedule time for the opening of bids or any authorized postponement thereof. Bids received after time and date designated shall not be considered. No bidder may withdraw a bid for a period of sixty (60) days after the actual date of the opening thereof. 4. PRICES: Proposals shall be submitted on the appropriate form properly filled out and duly executed. The bidder shall state unit price bid in the proposal required to fulfill the intent of these specifications. 5. CONTRACT: The successful bidder shall, within ten (10) days after official acceptance by the Mayor and Township Committee of the Township of Waterford of his bid, execute a contract and deliver same to the Township Clerk. Failure to do so will be considered as an abandonment of the contract. The form of contract will be furnished to the successful bidder by the Township Solicitor. 6. BID SECURITY: Must be in the form of a certified treasurer's or cashier's check or bid bond in the amount of 10% of the bid amount is required and should be made payable to the Township of Waterford. A Consent Surety Statement and Certification must be submitted. A Certificate of Authority issued by the New Jersey Department of Banking and Insurance must be submitted. 7. GENERAL: The owner reserves the right to reject any or all bids and to accept the bid which best appears to be in their best interest. The owner also reserves the right to consider any proposal invalid which considers furnishing said items which do not conform strictly with that specified. If a nonconforming proposal is not discovered at the time of the bid opening, the owner reserves the right to reject said proposal at any time prior to execution of the contracts by them. 8. GUARANTEE: The said item shall be delivered as specified, serviced and guaranteed strictly in accordance with the specifications. Said manufacturer's specifications and/or instructions shall be hereby made a part of this proposal by the submission of bid and as such should be attached. 9. DISCRETIONARY POWERS OF MAYOR AND TOWNSHIP COMMITTEE: The Governing Body shall not be obligated to accept the lowest bids for the said item and reserves the sole discretionary rights to accept the said item which is in the best interest of the municipality. Determination of suitability in relation to lump sum bid for the use intended of the said item will be solely that of the Mayor and Township Committee of the Township of Waterford. 10. Bidders must conform with the requirements of P.L. 1975, c. 127 "Affirmative Action" and file the noncollusion affidavit and consent surety. 11. The Bid shall contain an acknowledgement of receipt of all Addenda, which shall be completed on the Form provided with the Bid Documents and Disclosure statement naming all stockholders whom own 10% or more of the Company. 12. Bidders must submit a valid Business Registration Certificate with any bid submission as well as valid Business Registration Certificates for any Sub-Contractors that are to be utilized. 13. The New Jersey Prevailing Wage Rates shall be made a part of every contract for the performance of the described work where applicable. 14. CHALLENGE TO SPECIFICATIONS: All challenges to bid specifications are to be presented within 3 business days prior to the bid opening and must be in writing. Challenges to the bid specifications filed after the bid opening shall have no effect on bid awards. 15. PROJECT DESCRIPTION: It is the intention of these Specifications and Plans to provide and secure the construction of the Columbia Pit Vegetative Debris Removal in the Township of Waterford, Camden County, New Jersey complete in every detail as shown or specified, for the prices bid in the Proposal.
