City Engineer Jim Thiesse says the project will include key things such as replacing the roof. Thiesse says they are required to have the project under contract by the first part of November, but they have up to three years to complete the project under the grant. The funding for the project is a state of Iowa general aviation vertical infrastructure grant. The FAA requires airports to update their master plan — a long-range document forecasted from the immediate future to the next 20 years — every 10 years to ensure funding. On display during the meeting were the recommend-ed layout plan, possible develop-ments, a Capital Improvement Plan and future land use among other elements of the planning document. "This meeting covers the rec-ommended development con-cept and how we plan on pay-ing for everything," Coffman As-sociates planner Chandra Burks said. "The highlights of the rec-ommended concept are to ex-pand the terminal building to See AIRPORT, Page 5A From Page lA accommodate project activity, we're going to extend the run-way to the north 500 feet, kind of the northwest. That's going to make sure there's 6,000 feet of pavement for any-one. We're going to make some taxiway improve-ments that will meet FAA safety standards and we're going to add some hangars to accommodate project-ed growth and based aircraft." Members of the Airport Board took home a copy of the master plan draft, which will be submitted to the FAA for approval before becoming final. AIRPORT PROJECT RECEIVES GRANT FUNDING Spencer Public Works Director Mark White said the Spencer airport will be receiving some grant funding to assist with the costs of the airport's 2021 Joint Re-habilitation Project on the main runway, runway 1230, which is scheduled to begin this construction season. "The runway was originally built in 1991 and about 15 years ago we did a project similar to this with joint resealing and some minor crack and patching re-pairs," White said. "Once again we're kind of in the cycle were the joint material is beginning to age and there is some additional patching that needs to be accomplished and we received a grant from the FAA with entitlement. It's called an AIP project, with the entitlement funds the FAA pays 90% of the project and we have an estimated project cost of $330,000. It will consist of resealing all of the joints, joint repair and of course with the pavement, there's some nat-ural aging as well and there's some patching includ-ed with the project." _________________________________________________________ Create a new master plan for Northwest Iowa Regional Airport . Plans include changes to the airport physical layout, air space and grounds. One of the lowest cost potential options discussed would require minimal construction correcting taxiway. Another potential option discussed involved potentially shifting a small portion of 200th Avenue near the airport out of the runway protection zone, where the road is closest to the airport runway. The city is looking at a 20 to 30 year program for construction at the airport. Per the owner, as of July 15, 2020, they have selected a developer/consultant for the master plan of the airport. Owner states that they are still in the middle of the master plan and they have not identified any projects at this time and they do not have a date on the projects yet.
