Description

for the following improvement project: Highland County Rocky Fork Lake WWTP Improvements. The work includes but is not limited to providing all labor, tools, equipment and materials necessary for the following improvements: Construction of two new Secondary Clarifiers Construction of new RAS/WAS Pump Station Replacement of four brush aerators in the Oxidation Ditches with new disc aerators Replacement of existing mixer with new Mixer Construction of new Flow Splitter Demolition and Utility Relocation work Yard Piping/Valves Electrical work associated with improvements and miscellaneous replacements/upgrades. No bid may be withdrawn for a period of 60 days after the opening. Each bid must include a bid security in the amount of 10% of the total bid in the form of a certified check, cashiers check, irrevocable letter of credit, or security company bond pursuant to Chapter 1305 of the Ohio Revised Code and made payable to Highland County Commissioners. If a bid security in the amount of 10% of the full bid amount is submitted with the bid, the successful bidder will be required to furnish a performance bond and labor and material bond from an acceptable surety in the amount of 100% of the full contract amount in accordance with Section 153.571 of the Ohio Revised Code. If a bid guaranty bond in the amount of 100% of the total bid is submitted with the bid, no additional performance and labor and material bond will be required. Bids shall be submitted electronically or if submitted via hard copy the Bids shall be addressed to the Highland County Board of Commissioners, 119 Governor Foraker Place, Suite 211, Hillsboro, Ohio 45133, and marked Highland County Rocky Fork Lake WWTP Improvements. All provisions of the Ohio Revised Code as it relates to bid guarantys conditions, liabilities, and withdrawal of a bid are applicable to this contract. The owner reserves the right to waive any informality or to accept any bid which is deemed most favorable. The owner also reserves the right to reject any or all bids. Bidders must comply with prevailing wages rates on Public Improvements in Highland County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, 614.644.2239. The total estimated construction cost for the base bid is $1,990,000. There are no allowances. A formal pre-bid conference is planned for February 15 at 10:00 a.m. at the Rocky Fork WWTP Bidders shall submit written questions to Jim Found, PE, at jfound@enveng.com by 12 Noon, February 22, 2023 Location: The work is located at the existing Rocky Fork Lake Wastewater Treatment Plant located at 9353 SR 124 in Hillsboro, Highland County, Ohio. 1.02 Description of Work: A. The work consists of providing all labor, tools, equipment and materials necessary to construct the following: o Two new Clarifiers. o New Flow Splitter Box. o New RAS/WAS Pump Station. o Removal of Brush Aerators and Replacement with Disc Aerators o Electrical work associated with improvements. o Demolition Work required to construct new items o Yard piping and Valves o Miscellaneous Modifications to Existing Structures B. The work must be carefully planned by Contractor to make certain the existing wastewater treatment facility remains in operation at all times. If any short outages are absolutely necessary they shall only be allowed during off-peak hours and with prior written notification. All interruptions shall be closely coordinated with the Owner. Written authorization for the interruption from the Owner is required. The Owner must be given a minimum of 72 hours notice.
