Description | As of October 2,2023, this project has not yet been awarded. A timeline for award has not yet been established. Old Nags Head Place Subdivision: consists of paving of restoration of approximately 5,680 lineal feet of vegetative swale restoration in association with removal of approximately 1,000 l.f. of 12" dia through 18" diameter corrugated metal and high-density polyethylene (HDPE) culvert pipe, installation of 2,420 lineal feet of HP Storm and HDPE culvert pipe, removal of approximately 1,995 sf of existing roadway pavement in support of an infiltration area 123 l.f. of concrete valley curb section. The scope of work also includes the removal and replacement of approximately 4,200 sf of concrete driveway apron and (6) new cross street culvert installations, (1) cross street culvert pipe replacement with permanent asphalt pavement patches and other incidental work. Bids will be received for a single prime Contract. Bids shall be on a lump sum price basis. Bids shall be on a lump sum price basis, with additive alternate bid items as indicated in the Bid Form. All Contractors submitting bids shall possess a valid North Carolina Contractors License and may be required to provide evidence satisfactory to the Town of Nags Head, in its sole judgment, of qualifications and experience sufficient for the successful accomplishment of a project of this nature and size within the time requirements set forth in the Contract Documents. The successful Bidder shall be required to furnish a Construction Payment and Construction Performance Bond for 100% of the contract amount as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract. A 5% Bid Bond shall accompany the bid. Owner reserves the right to reject any or all Bids, including without limitation the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids, and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of Owner to make an award to that Bidder. For comparison purposes alternates will be accepted, following the order of priority established in the Bid Form, until doing so would cause the budget to be exceeded. After determination of the Successful Bidder based on this comparative process and on the responsiveness, responsibility, and other factors, the award may be made to said Successful Bidder on its Base Bid and any combination of its additive alternate Bids for which Owner determines funds will be available at the time of award and in the interest of the Town of Nags Head. Owner also reserves the right to waive informalities or minor defects and to reject any or all bids. Bidders are encouraged to engage in efforts to recruit HUB participation for construction projects. Historically Underutilized Businesses, (HUB) is defined as a business that is at least owned and managed by minority or socially and economically disadvantaged persons. A "minority person" is a citizen or lawful permanent resident who is either (i) African American; (ii) Hispanic; (iii) Asian American; (iv) American Indian; (v) handicapped; or (vi) female. A "socially and economically disadvantaged person" is someone who qualifies as such under federal law. The Town of Nags Head HUB goal is 10%. Each firm or individual submitting a bid shall not discriminate on any basis prohibited by applicable Federal or State law in employment or provision of services. The selected bidder shall certify that it has no knowledge of any circumstances which will cause a conflict of interest in providing services and that no contingent fees have been paid for soliciting or securing the contract. The bidder to whom this project is awarded shall have until June 5, 2023 to Substantially Complete the Project. Other provisions as to time of Full Completion, project milestones, Liquidated Damages, etc. are set forth in the Contract Documents. All bids must be submitted on the Town provided bid form, which is attached hereto. No bids shall be considered unless all required information is included as specified. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect |
