Description

Approximate quantities are as follows: 4,750 L.F. of 12" H.D.P.E. Sanitary Force Main; 1,456 L.F. of 6" H.D.P.E. Sanitary Force Main (Alternate bid); 677 L.F. of 16" PVC Sanitary Sewer; 100 L.F. of 12" H.D.P.E Force Main (Jack & Bore); 1 EA of Air Valve Manhole Assembly; 3 EA of 60" I.D. Sanitary Manhole; 1 EA of 72" I.D. Sanitary Manhole; 173 L.F. Culvert Pipe Corrugated Steel 15-inch.Project is to be substantially completed on, or before, November 17, 2023. The Contract letting shall be subject to the provisions of Sections 60.47, 66.0901 and 779.15 of the Wisconsin Statutes. All bidders must file a "Bidders Qualification Statement," with the Town Clerk on or before 3:00 pm on January 24, 2023. This project is being partially funded by the Clean Water State Revolving Fund which requires that all "iron and steel products" used for a project for the construction, alteration, maintenance, or repair of a public water system or treatment works are produced in the United States. "Iron and Steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, conduit, reinforced precast concrete, and construction materials. The Contractor shall comply with the requirements of the American Iron and Steel Act. Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the United States Department of Labor and State of Wisconsin, Department of Workforce Development. Copies of these wage rates are incorporated in the Contract Documents. Any Contract or Contracts awarded under this Advertisement for Bids are expected to be funded in part by a loan from the Wisconsin Clean Water Fund. Neither the United States EPA, the Wisconsin DNR, nor agencies or employees is or will be a party to this Advertisement for Bids or any resulting contract. Any contract(s) awarded under this Advertisement for Bids must demonstrate positive efforts to utilize small, woman owned, and minority owned businesses. Disadvantaged business enterprises are encouraged to submit bids. The Contract shall be subject to the applicable compliance standards and for Equal Employment Opportunity under EPA Contracts and EPA Assisted Construction Contracts. Site visits can be scheduled by contacting Jeff Wenger from the Town of Ixonia at 920-285- 1942. Bids shall be submitted on the electronic Bid Form. All blanks must be filled in for the bid to be accepted. No bid may be withdrawn for a period of 60 days from the date of the bid opening. Failure to list subcontractors or suppliers may be cause for rejection of the Bid. Bids shall be accompanied by Bid Security in the form of a Bid Bond, certified check, or cashier's check made payable to the Owner in an amount of 5 percent of the Bidder's maximum Bid price. If the successful bidder fails to execute the contract and furnish the required bonds within 15 days after the Award, the Bid Security shall be forfeited to Owner as liquidated damages. Owner reserves the right to reject any and all Bids, to waive any and all informalities not involving price, time or changes in the Work and the right to disregard all nonconforming, non-responsive, unbalanced or conditional Bids and the right to accept the Bid or Bids which best serve the interests of the Owner. Bidder awarded a contract for the work shall be required to furnish a Performance Bond and a Payment Bond in the full amount of the contract price. Prime Contractor(s) shall furnish listing of all subcontractors and suppliers performing labor and supplying materials under the Contract that individually have a total value of $1,000 or more. Owner reserves the right to postpone the award of the Contract for a period not exceeding 60 days from the date of bid opening. Bids shall remain firm for that period of time. The Owner further reserves the right to retain the security deposits of the 3 lowest Bidders during that time. This advertisement is published by authority of the Town of Ixonia All bidders must file a "Bidders Qualification Statement," with the Town Clerk on or before 3:00 pm on January 24, 2023. It is anticipated that the award of the project will occur on March 13, 2023, with the Notice to Proceed issued once all contracts are fully executed approximately April 17, 2023. The project must be completed by November 17, 2023.
