Description | On August 22, 2022 City Council approved a guaranteed maximum price of $9,632,624 to State Utility Contractors, Inc. for Design-Build construction services for the Clark Creek Pump Station and Forcemain project. CLTWater treats raw water drawn from the Catawba River Basin and distributes treated drinking water to customers within Mecklenburg County and surrounding regions. Wastewater generated from consumptive use in eastern Mecklenburg County is discharged into the Rocky River Basin via two wastewater treatment plants (WWTPs). CLTWater intends to offset some wastewater flows that are currently tributary to the Rocky River basin due to transfer constraints, limited treatment capacities, and dramatic growth in eastern Mecklenburg County that is anticipated to continue for the foreseeable future. This project will involve the construction of at least one pumping station and force main to transfer flows from east Mecklenburg county to a wastewater treatment plant within the Catawba River Basin. Gravity sewer improvements may be necessary to the receiving sewer. CLTWater is proposing installation of a new Clarke Creek Pumping Station and Force Main (PS and FM) which would involve constructing a new pumping station close to the Mecklenburg-Cabarrus County Line, in order to divert the entire Clarke Creek Basin flows to the McDowell Creek WWTP. This project will require analysis of additional options for pumping to minimize or eliminate receiving sewer improvements and consider options for storage at the pumping station or elsewhere in the system to achieve this goal. Charlotte Water (CLTWater) is seeking Progressive Design-Build services for the planning, design, and construction of the Clarke Creek Pumping Station and Force Main Project (Project). Proposers need to assemble a team of experts including at a minimum design, modeling, survey, geotechnical, environmental, permitting, real estate acquisition including appraisal and legal, and construction contractors. Requirements for real estate firms, appraisal services, and legal services associated with easement acquisitions are defined in Exhibit 1. |
