Island County Public Works (AGENCY) solicits interest from consulting firms (CONSULTANT) with expertise in hydraulic design, fish passage, beach geomorphology, saltwater inundation, wetland evaluation, enhancement, mitigation and culvert design. Consultants will be considered for the following project. The work to be performed by the CONSULTANT consists of the design and construction support of a fish passable culvert located at Robinson Road, situated on Mutiny Bay in Island County, Washington (47.99332 N, 122.54118 W). The general scope of work includes preliminary site characterization, including evaluating existing hydraulic conditions upstream and downstream of the wetland adjacent to Robinson Road and Mutiny Bay, collection and analysis of hydraulic data, collection and analysis of geotechnical data, completion of a topographic survey, environmental permitting and monitoring, and the design of a fish passable replacement culvert. The site is within a FEMA coastal flood zone. The existing drainage system is under low pressure during high tides. The site has shoreline elevations that are higher than developed landward elevations. Tasks may include but are not limited to the following: o Fish passage design for the replacement of the Island County culvert that currently passes storm water from the Robinson Road area to Mutiny Bay. o Preparation of a Hydraulic Report using appropriate methods of analysis: o Existing hydraulic conditions o Reference reach information o Site Characteristics (bank full width, watershed conditions, geology & soils, etc.) o Fluvial geomorphology (channel geometry, erosion potential, flood flow, etc.) o Basin and watershed modeling o Analysis of floodplain impacts o Preparation of a Geotechnical Engineering Report: o Subsurface soils investigation o Engineering recommendations o Provide geotechnical field inspection during construction o Preparation of a Full Topographic Survey and Existing Conditions for Plan Development: o Right-of-way (ROW) survey, existing and proposed o Legal Descriptions and sketches for Permanent/Temporary Easements o All environmental work and reporting necessary to meet permitting requirements set by Island County Planning, WDFW, WDOE, and the US Army Corps of Engineers, including assessment, mitigation, monitoring, and fish exclusion. o Development of full plan sets, stamped by an Engineer, meeting the requirements of Island County, Local Agency Guidelines (LAG) manual, and applicable state and federal regulations: o Proposed fish passable culverts o Proposed roadway design within bounds of project area o Traffic control plan during construction to allow for homeowner access and other through traffic. o Development of project specific special provisions in the format of WSDOT's standard specifications. |
