Description

Job No. V-92-002-23, Phase I and II Engineering Services, 27th St from IL 5 to 52nd Ave and 27th St over Rock River & I-280: 52nd Ave to Airport Rd in Moline, Rock Island County, Region Two/District Two. This project requires 22% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 26, 2022, at 10:00 AM at the Region Two/District Two Office in Dixon. Phase I and II engineering services are required for the preparation of a project report (anticipated to be a Federal categorical exclusion) and Phase II contract plans for the improvements of 27th St from IL 5 to 52nd Ave and 27th St. over Rock River, I-280: 52nd Ave to Airport Rd in Moline. The proposed improvement includes the reconstruction of 27th St. from IL 5 to 52nd Ave in Moline and removal and replacement of the structure that carries 27th St over the Rock River and the rehabilitation of the structure that carries 27th St over I-280 by adding a Multi-Use Path and barrier wall. In addition, the proposed work may include the following: geometric improvements and IDS effort, hydraulic surveys and analyses, scour analysis, ADA design/improvements, accommodate bicycles per Complete Streets Policy, public involvement meeting(s) that may be Virtual or InPerson, project website development and periodic updates, storm sewer, guardrail improvements, proposed ROW documents, identify utility conflicts and possible relocations and S.U.E. survey work, coordination with resource agencies and preparation of cost estimates. In addition, a Value Engineering (VE) study will need to be completed by a VE team that is led by an Illinois Professional Engineer with experience in roadway and bridge design and carries the designation of a certified value engineer specialist. The VE team will need to include staff that is different than the staff working directly with this project. The district is requesting that the Consultant develop 2D hydraulic model using SRH-2D to simulate the potentially complex hydraulic analysis of the Rock River using SMS pre and post processor. The 2D hydraulic model will not be the regulatory hydraulics model. This model will be used to evaluate the complex flow conditions within the project corridor, adjust the assumptions of the 1D HEC-RAS model, and values obtained from the 2D model will be used to prepare the scour calculations. Phase I may include the preparation of a Project Report, Traffic Management Analysis (TMA), Hydraulic Reports, crash analysis, Type, Size and Location (TS&L) drawings, cost estimates, pavement design, guardrail removal and design, cross sections, and typical sections, plan and profile sheets, SGRs, environmental coordination, public involvement activities, S.U.E. survey, traffic studies, signal layout, PESA, preparation of ROW documents and related material. Coordination with other agencies is anticipated with this project. Phase II may include the preparation of detailed contract plans and all associated material, TSL, structure plans, roadway plans, typical sections, drainage plans, erosion control plans, cross sections, special details, special provisions; quantities, cost estimates, traffic signal design, PSI submittal, estimate of time, Maintenance of Traffic (MOT), prepare PESA Response submittal, lighting details, Traffic Management Plan (TMP), (SWPPP) Storm Water Pollution Prevention Plan and the preparation of SGRs and all other incidental work required to complete the project. Coordination with other agencies is anticipated with this project. The completion date for this contract will be 60 months after authorization to proceed. The Phase I portion is expected to be completed in 30 months and the Phase II portion is expected to be completed in 30 months. A planned Supplement for Phase II will be done near the completion of Phase I. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Reconstruction/Major Rehabilitation) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
