RFP D/B - US 52/SR 243 Intersection Improvement

Furnishing all design, labor, materials, and equipment necessary to provide a design/build project that will incorporate a roundabout on State Route 243 in accordance with the Lawrence County Engineer's specifications. Bids must be in accordance with specifications and bidding documents that may be obtained from the Lawrence County Engineer's Office at 3001 South 6th Street, Ironton, Ohio 45638. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. All contractors bidding on this project shall be ODOT Pre-qualified and meet all ODOT standards at the time of the Bid. The owner intends and requires that this project be completed by December 31, 2023. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Bidders must comply with the federal prevailing wage rates on Public Improvements in Lawrence County, Ohio as determined by the Department of Labor. This project has a DBE Goal of 8%. Contractor is to be aware of requirements concerning Proposal Note 013 and that non-compliancy will result in rejection of bid due to non-responsiveness. Proposals will be let with one contract on a unit price basis. The Commissioners reserve the right to waive irregularities and reject any or all bids.
